Hi,
I just bought a used EVGA 3090 FTW3 24GB ULTRA GAMING and I suspect that something is wrong, especially about temperature. (BIOS 94.02.42.c0.05)
These are my idle stats with standard settings: h ttps://ibb.co/RhMPLtv
 
GPU CLOCK: 210 MHz
MEMORY CLOCK: 5001 - 9751 MHz
VOLTAGE: 0mV
TEMPERATURE: about 60°c

Idle temps don’t really matter. Your load temps look fine. If you want lower idle temps simply turn your gpu fans on at idle to like 50%.

Room temp is about 20°C (it's a basement) and I have stock fan case (Be quiet! Silent Base 601 window)

Idle temps don’t really matter. Your load temps look fine. If you want lower idle temps simply turn your gpu fans on at idle to like 50%.


So is this idle temp normal? Because I don't know if I should change thermal paste (I bought the GPU on eBay, it's used)

Your card is running in a silent fan mode where at low power (idle) it turns the fans off. So your temps are probably normal for the fans being off. If you want to drop that, I'd follow Sajin's advice and change your fan profile to something that never turns the fans off. You can play with the levels until the sound and temperatures are acceptable to you. You can likely also switch the BIOS mode to the "OC" position, which I believe just changes the fan profile automatically to never have an "off" state.

I have the same issue and something is definitely wrong with the cards. My card normally runs at 1800mhz clock but randomly I get this 210 mhz clock speed and my fps turn into a disaster. please advise?

When the PC is at idle the speed might indeed roll down to 210 Mhz. This is normal. Under load conditions this should not happen.

If you have GPU-Z open and look at the sensors tab, when the clock speed drops undesirably, what is the "perfcap reason"?

This happens while I’m mid game of CS2 matches! It’s very random but all of a sudden I notice that the game is choppy and then check precision and it’s at 210mhz.

And when it happens, the perfcap reason is what?  The CPU temp is what?  The GPU temp is what?
 
There are too many possibilities of what the problem could be, so you will have to narrow it down.  Perfcap reason is an excellent metric for determining why a GPU's boost frequency dropped.

Hi all, I'm here again!
I noticed that high temperature in idle are due to the fact I have 3 x 4k 60HZ monitors (2 x Display Port and 1 x HDMI), and the MEM Clock is stucked at 9751 MHz. In my case, this is the cause of high temperatures.
I tried to unplug two monitors and the MEM Clock in idle turns down to 405 MHz, and the temperature goes down.
So, the question is... is it normal that with 3 x 4k 60HZ monitors in idle I have the MEM clock stucked at 9751 MHz?

Yes. Running multiple monitors, depending upon configuration, can cause the GPU to run at higher clocks. It's in the driver release notes.
