So is the reason why an RMA may not fix the problem because the PCIe/8-pin Rail load balancing shut was either miss calculated in design or incorrectly supplied or intentionally configured to run the PCie slot hot in an effort to gain another 30W but failed to catch that would cause the rails to be throttled back before they hit 150W?  And therefore there is also no way to resolve the issue in bios? Essentially EVGA cards load balanced at 80W PCIe and 120W per 8-pin rail while all other vendors are 50/150?
 
Is this at the heart of the issue of this truly extraordinarily long thread?

Could be, won't know for sure we are trying to get definitive answer. If it's design flaw and can't be fixed I will be demanding a refund, if BIOS can fix it then that's great. If BIOzs can't fix it and I need to install 3rd party BIOS then I'm selling the card and not buy EVGA again.

This was one test i ran using kombuster, was the highest the card was ever able to pull on the XOC bios powerwise. The settings wouldnt hold up in benchmarks but i found it interesting in the way it delivered power. 

My PR benchmarks / Cyberpunk tests on this card were the usual low draw on pin3 / 430w max.

Have the same problem, have a P5 3090 FTW3 Ultra
Don't get over 400 watts with the XOC Bios

This has been one of the most disappointing products I've purchased from EVGA.  Looking at my product registration history, I have 10 GPUs from them and a couple power supplies.  I know my card has power problems as even running with a block and temps in the low 30's, it barely goes over ~420 watts with the XOC bios.  Tearing the block apart, finding replacement thermal putty and sending it back is a major pain.  Maybe if they used actual thermal pads I would consider it.  A $1900 bad experience and poor design is probably enough to turn me away.

Same. I think this will be my last EVGA product and I bought so many of them so far.... Currently on X299 Dark with EVGA GPU and EVGA Sound Card etc... My previous builds also EVGA had 1080 Ti SC2 Hybrids.

xc3 bios my man, with a block it would run real nice. 
This is my first EVGA gpu but i have had a few PSU's, I'm going to give them a chance because of their past with the next GPU but fingers crossed they dont bung it up again.

The XC3 VBIOS will not void your warranty. Just keep one of the two VBIOSs stock.

The XC3 VBIOS will not void your warranty. Just keep one of the two VBIOSs stock.

What working BIOS? It's still hit or miss and dependent on the card itself per the folks that just posted here.
 
RMAs will be a new card if done before the 30 day window, and may be refurbished after the 30 day window.

Oh my, I assumed if we were going as far as to RMA, then it was guaranteed the BIOS would be working. Hmm I would have done it if it was about a month afterwards, but now this seems like a lot of extra effort..

The card can get up to 449 watts and max PCI is 80.5 watts mostly about 78 watts (ofc not average). The 3 pins are mostly even Pin#1 is a bit low 10-15 watts sometimes about 20 watts lower. What do you guys think about it?

I think he’s referring to this “ There are NO other benefits that should be expected by replacing your card.
• The new replacement card will already have the XOC BIOS applied to the secondary BIOS position.
• There are no expected changes or improvements to the stock running speed, boost clock, or stock overclocking on the default BIOS. ” I think “new working bios” means the pre-installed XOC bios that gets 500w.

So I just got a little bit more info from evga support regarding the new RMA program for power limited 3090’s: while there’s no hard guarantee that an RMA card through 3090OC@evga.com will draw 500w, these units sent out (w/pre-installed XOC 500w bios on second bios slot) will have “a much higher chance of getting closer to the 500w.” Looks like I’m tearing down my hybrid to remount the air cooler for an RMA, then I’m gonna tear off the air cooler and remount the hybrid kit when it gets back. Gonna be a minute before I even get the email back from the proper channels it seems tho. 2nd RMA for this reason, but this is a new program so that one in nov doesn’t count against me for this.

Well just ordered a 3090 FT3 Ultra Hydrocopper, so will test that out as well when it comes. Got the notification to order like 30 mins ago, and I added it to my queue when it went live.... maybe Nov 2020?

I currently have a Launch 3090 FTW3 Ultra P5 as well about to put an optimus block on, so might test that out on Air first to see if it has issues. I remember it didn't have issues pulling 450w on stock, but need to flash over XOC bios and check.

https://www.techpowerup.c...mp;memSize=&since= That’s all evga 3090 bioses. Pick the xc3. You’ll need to use nvflash. Here’s an ok guide (on commands n such for nvflash) https://www.overclockersc...how_to_flash_rtx_bios/ make sure you are confident in what you’re doing every step of the way. Precision x1 cannot be opened ever while using xc3 bios on ftw3 bc it’ll attempt to flash the incorrect MCU firmware onto your card. I’m not encouraging this, bios flashing is always a risk this is just so you have the correct tools/info if you’re already planning on doing this

Just fyi I sent the requested information in to the email about my 3090 power draw issues and the response is only to ascertain if an RMA is warranted. It is not to be able to get a new better BIOS.

Well, at least there is an official acknowledgement that it is an issue. Thanks for sharing!




Well my RMA arrive tomorrow, I hope the replacement won't have the same problem (mine was doing max 400-420W) ... Since they can't do anything with bios update, it's definitely a component / design issue (which is bad).
I will hate to have to send the replacement for RMA again ...

so email 3090OC@evga.com for RMA info? I was hoping for a bios update or something, plus I have the 3985 not 3987 .. damn
 
And I put waterblock on. I kept all the original thermal pads/foam but I am not certain if it can be put together as before due to those foams on the VRM. They probably changed size, height after being taken off. Anyone able to put it back after installing a waterblock?
