Just seeing if anyone has had this similar issue.
I've been having this issue since putting my system together during the pandemic.
I purchased this card new from EVGA, but had not contacted EVGA since yesterday.
I figured it was not a big issue early on as I never needed to boot into safe mode until now. I just started to use DDU to uninstall my gpu drivers, and I now need to get into safe mode per DDU's recommendations.
 
The issue: 
  • My PC would always bypass the bios splash screen & boot directly to my desktop. Sometimes it would take over 30 seconds to boot to the desktop. The only fix was to disable 'Fast Boot'
  • Half the time I boot up the white gpu error light on my mobo stays on
  • I'm unable to boot into safe mode. When I choose either from Windows Settings or any other method the screen just stays blank. The pc is on, but nothing is displaying on my screen
  • I've updated the firmware per EVGA Tech support & also tried the secondary bios option on the gpu, but to no avail. My display will still be blank
  • I've tried different displayport cables, all the display ports on both the gpu & my monitor, disabled UEFI + Legacy, and nothing works
 
EVGA said the next step would be to RMA the card if nothing worked, but wanted to see if anyone on the forums had a similar issue like this and found a fix.

CPU: i9 11900k
MOBO: Asus Z590 Maximus III Hero
RAM: G.Skills Neo DDR4 3600
GPU: EVGA GeForce RTX 3080 FTW3 ULTRA
Storage: Samsung 980 Pro
PSU: EVGA SuperNOVA 1000 G6
Sound card: Soundblaster ZXR
Monitor: Asus TUF VG259QM

OK, so you can Boot into Safe Mode ... however the screen in Blank when you do?
 
Which OS? W10 or W11
 
How is your monitor connected to GPU ?  hdmi or DP

Tried a full off power cycle yet? 
 
Shut down Windows, unplug everything that connects to a wall outlet .. then hold start button on PC 30 second, plug it all back in & Boot

Thanks so much for replying.
 
Yea, when I go to Window's settings --> Recovery --> Advanced Startup & then it restarts into the 'Choose Options' menu like it shows in this link: 
 
I'm able to get into the Toubleshoot screen --> Advanced Options --> Startup Settings. 
This is where my screen goes blank if it has not already. I'm unable to see the Startup Settings where I'm unable to enable Safe Mode.
 
I have W11 pro.
My monitor & gpu are connected using the DP
I'm using the DP cable the monitor came with. 
I did try a full power cyle & also tried reseating the card multiple times.
I've also check the PCIE slot for any dust or debris, and used a Data Vac air blower to clean anything, and nothign worked.
 
I'll try both of those Nvidia tools you recommended.

In addition to the above troubleshooting ->  If you have Fast Boot enabled in the BIOS, it will bypass the options to enter the BIOS again.  If needed, reset CMOS to get into the BIOS and disable Fast Boot.  Reenable UEFI and disable CSM as well.  It may take a bit to load Windows at first due to memory training in some cases.  Also, in Windows, make sure to disable Fast Startup in the Power Options.  See if that fixes things.

I found the fix!
 
I had to enable CSM in order to get into Safe Mode.
I've never had this issue with any of my other builds in the last 10+ years.
It had only been with the Z590 Asus mobo.
I had to enable it after in order to have Rebar work.
After, I tried to get into Safe Mode with CSM disabled, and it would not let me go into Safe Mode.
This was weird.
Anyone have this happen to them before?

Found similar issues on the Asus forums below if this helps anyone else.
It seems that it's a bug with some Asus mobos.

I can get into safe mode fine with csm disabled. Did you install windows with csm enabled? If yes, that is probably why. 
 
Having to have csm enabled for rebar to work is odd as it's suppose to be disabled for rebar to work.
 
In your op you also stated that you tried disabling uefi which means you had to enable csm to do that, so not sure what has changed since then.

Hi Sajin,
 
I believe csm had always been disabled when I installed Windows. 
I apologize for the confusion. CSM had to be disabled for Rebar to work. Rebar would not work with it enabled.
In the Asus bios (from what I could tell), UEFI is disabled as soon as you enable CSM & enable the sub-category with UEFI+Legacy.
