EVGA GeForce RTX 2080 Super Black coil whine and hissing sound after moving to new build

Hi guys,
I have a problem with my 2.5 year old EVGA GeForce RTX 2080 Super Black Edition gpu card.
I removed it from my previous corsair 900d build last aug and installed it into my new corsair 1000D super build but i have awful coil whine and loud hissing noise when i fire up a game or benchmark tool.
While it was my 900d build it was quite as a mouse at max settings on any game, even valley benchmark at max everything looping for a couple of hours had no whine or hissing.
But now in my new Amd 5900x plus rog x570 board it whines none stop, the hissing is so loud and annoying.
i am still running my Corsair ax1200i p/supply and cables.
 
Any ideas guys, or should i rma it.
My son has the same card bought at the same time and he has no issues
 
My build
Corsair 1000D
AMD 5900X Cpu
Corsair 64gb ddr4 vengeance ram
Asus rog crossfire formula x570 board
Corsair AX1200i p/supply
Evga 2080 super black edition Gpu on a Linkup Gen 4 pci express riser cable (running on gen 3)
21 Corsair LL fans
 
Gpu sounds the same if it is in the main m/board slot or connected via the riser cable.

    Coil whine may be annoying, but it’s harmless. No you shouldn’t rma unless you just can’t stand it. Does the card whine in your sons pc if you test it there?

    by your post, it seems the MB is the variable that causes the GPU whine issue ... not the GPU or PSU
     
    Are you using the same wall outlet/UPS/surge strip - when testing the different MBs ?
     
    Did you set the PCIe slolts in BIOS to "Auto" or PCIe 3.0 ?  try changing & see if it makes any difference

    I will try the auto or gen 3.0 thing over the weekend see if that makes a difference, and yes i am using the same wall p strip, these are German made heavy duty.
    I even tried lowering my Asus Rog Swift PG329Q display from 165htz to 144htz and then 60htz but that made no difference.
    When you load up Elden Ring and you are in the game and hold the side of the card where the pci-e cables are, you can feel the vibration and here the loud buzzing and hissing.
    Will also unplug the led parts to all my Corsair LL fans all 21 of them to see if it reduces the strain on the p/supply. (can not get hold of Corsairs 5v balancer) no stock anywhere.
    If this fails then i will have to RMA the card and use my sons system with his identical Evga 2080 super card.
     
    Any more info would be app.

    many newer MB with PCIe 4.0 (or better), need the PCIe slots set to 3.0 manually, in BIOS, known to cause other issues with older 3.0 PCIe GPUs if left in Auto

    Again, if the card works without whine in your old CPU & MB ... and the new CPU & MB causes whine ... there is no guarantee that RMA of GPU is going to fix the issue. 
     
    We do not know what the issue is, we do know it is directly tied to your new CPU & MB combination - as you used the same PSU in both rigs
     
    What about the Nvidia driver ?  did you use the same driver? have you tested other Nvidia drivers?
     
    Did your previous rig have a bottleneck, caused by your old CPU & MB ? 
     
    Are your FPS higher in the games you play with the new CPU & MB cobo? 
     
    Have you tried frame limiting settings?
     
    Any reports on the games boards, of others having issues with these games & whine ?

    Hi
    i do not have my previous intel plus asus maximus formula board anymore they were just under 3 years old when i sold them last year.
    It has sounded  the same on every Nvidia driver since oct last year since i removed from my 900d to the 1000d build.
    I had no issues with how AAA games ran on my previous rig with the Evga 2080 super, nor have i had any sort of coil whine or loud hissing from my previous dual sli Evga gtx 780 hydro copper cards or any before that.
    This is a first for me.
    At the time of writing this, my son is in his room on destiny 2 on his identicle 2080 card plus same ram and Asus X570 board running Amd 3900x cpu and a Corsair 1000w p/supply.
    My card sounds the same in his rig but his is quite in mine.
    All my drivers are always up to date, and makes no diff with frame rate caps ie vertical sync enabled or lowering graphics quality down to settings equal to commodore amiga days haha..
    Message boards and other forums all say the same Rma it..
    Will update this post as soon as try the pci-e change in bios which is also the latest.

    Well that is very important information for your RMA .... swapping GPUs & the whine always follows the GPU
