Do you receive the no signal message when testing each output on the gpu?

EVGA Geforce 8400 GS
 Won’t initialize after installation monitor says no signal, no bois screen
I had this issue when I first purchased this card, thought there was an issue with the card (guess not)
Steps I took
1) clear cmos
2) disable onboard video
3) Installed card
4) reboot computer
5) No signal on monitor
Any suggestions I'm at a lost

I am sorry to hear that. Can you please remove the card and complete the steps below?
 
Gateway/eMachine/Acer:
 
The Gateway family, after entering the BIOS by hitting F2 or Delete, you will want to navigate to “Authentication”.
 
Under Authentication you will see Secure Boot which you will want to Disable.
 
Now, navigate over to the "Boot Options" menu at the top and enter in the "Launch CSM" option and set it to always.
 
You may also want to verify that the "Video OpROM" is set to "Legacy" Once those settings are changed you will be able to save and exit.
 
When the computer starts into Windows shut it down, and install the graphics card normally. The graphics should now be displaying through the video card.

Thank you for your guidance:
I followed your instructions, going into the bios (Phoenix/Award bios)
I could not find anything that said Authentication.
so I could not go any further, Am I missing something where do I look for this (Authentication)  in the bios

Download this bios and use the winflash.exe inside the file to update your motherboard bios.

Looks like you're already running the R02-B1 bios. 

i dont think a board that old would have uefi bios, nor would the gpu bios be. try pulling the cmos battery and hold down the power button for 30 seconds, those machines were always quirky

Does the 8400 work fine in another system?

So just to clarify you tested the second card from rma in another system and it works without any issues?

Here is something strange the computer is booting in the back ground, with the 8400gs installed  if I connect to the onboard video  the screen is visible with the OS present

 
This sounds to me like the motherboard isn't auto-switching to the 8400 GS like it should..When using onboard video, does the 8400 GS show up in Windows Device Manager under Display adapters like it should?

There should be a setting in the BIOS PNP/PCI Configurations (or somewhere in BIOS) that allows you to select Init Display First (or something similar to that) that you should be able to set to  [PCIEx], instead of [Auto] which is normally the default setting..Using the onboard graphics, make the change and restart, and connect the monitor cable to the 8400 GS and see what happens.

Well I installed the 8400GS in my old Emachine T5082 instantly screen on the monitor shows a big E.
So the card works, now why doesn't work in the Acer T160 windows 10 any input would be great
I received a lot of good direction just have to investigate further and see why
Emachine windows 7
MB Intel
Cpu Pentium 4 631 3.000ghz
2gb ram

Good thought, I am considering ordering a new bios chip plcc32 with the R02-B1 bios
This way I can swap out the chip and not worry about bricking my machine.
That will eliminate the final question

 Here is an update as I said I would post
 purchased and installed  a new bios chip with the latest bios R0 B2, same results this board just doesn't like this card
and it's a same. I will do some more research maybe come up with new avenue's to try.
