Confused about OC values in Precision X1

I'm running a 2080 Ti XC Ultra, when I see the factory OC values from the EVGA site I see the following listed...
  • 1650MHz Boost Clock
  • 448.8GT/s Texture Fill Rate
  • 11264MB GDDR6 Memory
  • 14000MHz Memory Clock
  • 616GB/s Memory Bandwidth
Opening Precision X1 I am expecting to see the same thing, but instead I see the boost clock hitting all the way up to 1950.
 
The issue here is I've had some game instability and I need to test this card at stock but I am not clear on what "stock" even is at this point. Other bench tests I have run have pushed the Boost Clock all the way to 2150, I would prefer to just stress this at stock first then deal with testing the factory OC.
 
I have tried using the debug mode in the Nvidia control panel, but opening X1 while gaming still shows the boost clock in the 1900s, I assume X1 overrides the Nvidia debug mode?

    You can lock the boost option within Precision itself so it quits bouncing the frequencies all over the place on ya.

    Nvidia Boost 4.0 will automatically OC the GPU

    Debug mode only disables the factory oc. It does not disable gpu boost. If you want to test at factory listed specs you'll need to underclock the gpu. X1 does not override debug mode.
