3080 XC3 Ultra Temps at 57-59 Degree and Fans Won't Spin

My GPU (3080 XC3 Ultra) is idling around 57 to 59 degree and the fan are not spinning. Is this normal temperature for the GPU to be at when just browsing the internet (not watching videos), using Microsoft Word, Excel, and Outlook? And is it normal for the fans to not spin around those temperatures?

    Fans don't kick on until 60-65c. Idle temps are a bit high, but shouldn't cause any problems. Load temps are what you should be concerned with.

    I had to raise my min fan speed to 60% to get a desktop idle under 50c. The clocks don't seem to drop at idle, regardless of power management settings.

    CPU: 9700k @4.8ghz
    GPU: 3080 XC3 Ultra
    PSU: Corsair RM850X
    RAM: 2x16gb G.Skill TridentZ
    SSD: Samsung 970 Evo 1 TB
    MOBO: Asus Z390-i
    CASE: Corsair Crystal 280X

    Do I have to start the precision X1 app on every startup if I want the card to run at the adjusted fan curve?

    Yes. Fan curves are not saved to the card. If you set a fixed %, you can close out of PX1 and have it continue to work at that fixed %, again only after opening PX1.

    Yes, and be sure to check Fan Curve Control box.

    I think nvidia driver is problem here. Thats why card idle 60C insted of 40-45C like 2080ti

    Sometime I only use the computer for watching YT Netflex, is it safe (in long run) to keep the idle temp. at 60c?
    Or should I have the PX1 startup with the OS to keep the idle temp. low at all time?
