did you ever check power draws on your card?

I did - I was just about to email 3090oc@evga.com.  Mine was able to pull ~465 on average with the XOC BIOS, but one of the pcie connectors was pulling 30w less than the others and the pcie slot was always ~77-78+.  Certainly not the worst, compared to what I've seen others post.  The red LED that is lit is next to PCIE 1, the connector that was always drawing less than the others - not sure if there is any connection there or if it's just a coincidence.  I was on the fence about emailing them because I had a stable card, but now I'm going down the RMA path anyhow. 
 
I called when they opened this morning and the RMA was approved right away, and they were really great to deal with!

I was playing Alyx.  It was a pretty strange experience to have the headset turn off out of nowhere then take it off to find my PC shut down.  Instant feeling of dread when I spotted the red LED T_T
 
I'm not sure about the replacement program vs. regular RMA.  I mentioned it but I think it's a regular RMA since there is a specific process to follow for the 3090oc program.  Unlucky timing..

Had my rma replaced 3090 exactly a week (in fact I just got the email that evga are "processing" the one i sent back to them today), the day my advanced replacement died. This is pathetic. I am doing one more advanced rma and if this replacement doesn't work ill just demand a refund and go with another company (even though ill have wait about a year to get another card). Terrible QA on these cards. bad form evga bad form.

EVGA is the best when it comes to customer support hands down.

Yeah I would agree @rjbarker however neither of my cards failed whilst I was using them, in both cases the session I was having they were great until I shut down my PC then rebooted it the following morning.
 
The first card didn't come with the XOC bios and so I had flashed that bios to it, it happened after opening precision X1 and doing the update it asked me to do despite being on the latest bios already, MCU update???.
 
The second card came with the XOC bios installed in the OC switch position on the card. I didn't even attempt to OC either card yet but all i had done on the second card is increased its power limit to 119% as allowed with the XOC bios.

In the next card I get I wont even bother Overclocking it or increasing the power limit, hell I'm not even putting it on the XOC switch position, because I'd actually like a card that lasts me longer than a week.
 
If I could find a strix anywhere i would have switched a long time ago.
 
My previous build I have 4 x ASUS Titan X's and they ran flawlessly.
 
Disappointed doesn't even begin to describe my experience with EVGA this time around! 

I feel for you.....I'm sure you have felt sick to your stomach at times considering the cost!!! I have had all Evga Cards from 6800GT thru all GTX series (skipped 980 as 780Ti were too bloody good and skipped 2080 as it was a personal boycott due to rediculous RTX premium price)...they have all been great...in all cases was running SLi and even Tri SLi only had 1 Card that I had to RMA ...was a GTX 680 Classified, very happy with Evga and certainly an Evga fanboy no doubt.
BUT this power balancing issue has really put me off...my custom WC system is all about OC'ing and I run into a power wall at 398w with a 450w Bios....with a max GPU temp of 42c!!...and no fix
 
Agreed, this time around for this series Strix would have been a better choice as from what I understand and have read on ROG Forums, no power balancing issues, better components on PCB and 2 power connectors vs 3....
Really hope your next card works as advertised...I would find my frustration level going thru the roof, particularly being in Canada and RMA's to Cali (although not bad as Im at least on the Westcoast) are still a 3 week turnaround if all goes well.
Its a drag though as like mine, its an FTW3 Card ...you shouldn't be at all worried or concerned with OC'ing it!!!!!! Thats what FTW3's are designed to do.
As for Customer Support w Evga...sure its great, but I'd rather a Card whereby I wouldn't need Customer Support.
However, me being an Evga fanboy will likely jump all over a 3080Ti.......unless I find out no changes to PCB power controller (analogue instead of digital), then I may hold out for a Strix as Im not into going thru another Card with power balancing issue.
I used to be an Evga Mobo Fanboy as well (Classified), but since going with Rampage Extreme on my old X79 platform I have now switched over to strictly Asus Mobo's...Apex and Maximus Extremes, far superior to Dark imho.

Agree with all you said and my previous card to the 3090's was also an evga 2080ti HC, had no issues with it, they defo screwed something up with this model though (ftr before i got my first ftw3 3090 via step up , i had a hybrid 3090 xoc with only 2 pcie power plugs . it worked flawlessly but i really wanted the ftw3), damn shame they haven't fixed the issues with these cards.

Also im pretty sure the 3090 strix is also a 3 x 8 pin pcie connector card which delivers 500w WITHOUT an aftermarket bios.

I see....I thought the 3080 Strix was 2 x PCI-E and the 3090 3 plug? Cant remember.....I got the chance to grab the 3080FTW3 Ultra (was a total fluke) at MSRP so I took it...but was hoping for a Strix this time around.
I see Evga is offering RMA for 3090's with power balancing problem but havent heard anything from them for 3080's w same issue.
I could very likely raise a stink about it and pretty sure I could get it replaced, but in all honesty not worth the effort draining and taking the loop partially apart, re-install stock cooler etc etc etc....
If I luck out again and can pick up a 3080Ti I'll sell it.
I do have my name fairly early in the queue for a 3090 HC but I really dont need a 3090 (3440*1440p) and I have never seen very impressive thermals from Evga Blocks vs EK (back when HC's were EK then Swiftech they were fairly decent). Likely just pass on it.
Had my name come up on a Kingpin but passed......again no need for such an expensive Card with Dell Ultra Wide and Im certainly not an LN2 guy.
Sold off one of my 1080Ti Blacks and have the other in another Rig....unfortunately being a Water Cooler for so long...I have a pretty good surplus of Water Blocks going back to 680's in my parts closet ...never can sell em :)
Keep us posted how that replacement Card works out!

Did you contact EVGA support?  If so, what did they say?
 
I'm starting to see more and more issues with the 3090's and 3080's and I'm beginning to wonder if I should try for a 3070 or 3060 instead.

Just adding in that my card got the red light of death today :( I added a hybrid cooler to it a few days ago and undervolted to try and lower temps some more not sure if that affected it but today I booted it up, 25C temp, started Anno1800 when it suddenly cut to black screen and single red light on the far right cable. No popping noises or anything like that but I'm so discouraged. Any ideas if my hybrid install could have done this or undervolting?

Another RtX3080 TI dead on arrival here. Mine never even fired up.

I have other machines I tested and that first power bank is not accepting any power source, with any wiring condition. Think some internal fuse blew, either way it's rma'd.

My card just got the red light a few hours ago. Installed on Oct 28, heard a pop, monitors went down, system restarted, no light bar or fans. Red led is above the right hand plug.

I'm started to get nervous. I got mine around November, not issues since then, played league of legends, Cyberpunk, Red Read Redemption 2. But it's paired with a Ryzen 3600 (I want to change it in September) and I play at 1080p/144hz, yes I know this cpu is limiting me as hell, but now I'm scared if this limitation saved me all this time from a brick cause my GPU wasn't at 100% all the time...
