do you think my motherboard will work with sli with 2 2080 ti ftw3's. I have a maximus hero xi z390 board, 32gb of ram, i9 9900k, and a 1000w power supply.

Yes, but you may want a 1200 Watt PSU if you are going to Overclock them
You also need to use the 3 Slot Bridge

Hey man on the diagram you sent me if i put the second card at number 3 they are going to be practically touching because they are so big.... is this a problem for thermals? also there is a pcie at the very bottom but i my native usb header gets in the way when plugged in. Is there a way i could make this work at the very bottom pcie? 

I have the same motherboard as you, and I forsee you having thermal issues. There isn't enough room for dual 2.75 slot cards on this motherboard IMO. You're either going to have to step down to dual 2-slot cards, or you'll have to switch to water cooling. 
 
With that said, I haven't tried SLI with this board. I have done it with dual 1070ti's a few years ago with the bottom card right underneath the cooler of the top, and had temperature issues with that setup. At stock clocks and a decent fan curve, the temps were manageable, but performance suffered.
