2080Ti XC Ultra and Precision X1 memory/gpu stuck multi-monitor issue

I haven't seen this mentioned anywhere, and I have searched. I should also preface by saying the GPU is very new to me and the Precision X1 software (which I downloaded to stop the clicking of the fans starting up) is completely new. Anyway...
 
I've noticed that with my second monitor set to "Extend the desktop" in my display settings the Memory and GPU speeds in Precision X1 (PX1) are stuck at 7000Mhz and 1140MHz respectively. If I just use the one monitor then the Memory and GPU speeds go back to idling levels (405MHz and 300Mhz) and speed up if I use graphics on the desktop or in games etc.
 
To put it another way, PX1 works as expected with one monitor but appears to be broken with two monitors.

    FYI fixing the idle clock speed will probably lower your idle temps such that the fans don't bounce/click anymore, so you probably won't even need a custom fan curve if you fix that.

    The new Nvidia driver update should remedy this issue.

    I have the Nvidia driver update, and now 417.01 and neither showed any improvement with my second monitor turned on. As before my memory goes to 7000MHz and the Clock goes to 1140MHz. Neither change.
