Might have to clear cmos.  Unplug your power cord from your pc case. Open your pc case up and look at how the cmos battery is. Take it out wait 15 seconds then push it back in the same way and wait until you hear a snap sound. Close your pc case. Plug power cord to pc case and turn it back on. Then re-install windows again.

It's your 950 Pro. I have similar board and when I installed the same 950 pro ssd on my board it cut my GPU to 8x. M.2 consumes pcie lanes. Prior to this I had normal ssd raid setup and this did not affect my GPU speed. The good news however, 8x has extremely little to no difference in performance on the GPU.

It probably isn't though.
 
I've got a 5820K with a X99 Classified, my 980 Ti in slot 1 runs at 16X, and my discrete RAID card runs at 8X, and my 950 Pro in an expansion card runs at 4X for a total of 28 lanes in use on my 28 lane 5820K.
 
Unless he has more than a 1080 and a 950 Pro, he should be seeing 16X on his first PCIE slot. Unless his board cuts it down to 8X because his board does that if the m.2 slot is in use? If so, that would be a really bad design. One that could be gotten around with a $20 m.2 to PCIE adapter card.

Is the 950 SSD in a PCI-E adapter card?  Which slot is that in?  If it's in x16_4, that might be be having the board switch x16_1 to x8.  I'd try putting that in another slot.

Its in the m.2 slot not an adapter. But its looking like it maybe because its in that slot. (a bad design as arestavo said). I have got an adapter that came with the board, I just didn't want to use it really. Haven't had chance to try it yet been at work I will fit it in a min.

My Gigabyte Z170 gaming 7 has 2 M.2 slots. The manual says something about using the one closest to the CPU reduces the PCIe4 to 2Xspeed. The other slot doesn't seem to have this problem. I don't fully understand all this, but that's what it says. I did sacrifice one sata port using the other M.2

ha neither do I and the manual doesn't explain things very well at all. I only have the 1 slot and a hyper m.2 card that I just installed in pci-e slot 3 and its made no difference.
still says in uefi that...
pci-e slot 1 - linked at x8
pci-e slot 3 - linked at x4
That's only 12 lanes right?
I'm going to try ring asus see what they say

In the below user's manual, go to page 1-7, and read the 28-lane documentation to make sure you aren't accidentally forcing it into some kind of triple PCI-E mode.  I found out the hard way that Gigabyte's M.2 slot on their X99-A board wouldn't run my Samsung 950 NVMe in x4 (Could only x2 it) on a 28-lane CPU. They didn't even have it in the manual, but I assumed it worked the same as everyone else's until their tech support told me other-wise once it was installed.  I also recommend you put in a ticket with Asus to have them clear it up. You'll want it either way if this is a return/RMA issue.

That is normal it will always drop down to x8 speed at idle on the desktop..    try running a game in a window and it should jump up to PCIe 3.0 x 16 speeds.

Thanks, ye I have read the manual loads of times and I know it should work, it just doesn't. I think it's a faulty board tbh because I have tried all the settings in the uefi aswell, there's a couple of other issues aswell so I think I'm guna try rma it

i checked your board online, seems like there is a switch for SLI/CF under the north bridge sliver plate. see if it's on SLI and make any differences.
I don't think this helps but who knows..
 
Hope I looked at the right motherboard as you described.. you may not have that switch.

ye it has got the sli/cfx switch, the light comes on when their on. I tried them no luck.

TUCC1, have you tried removing the 950 from your board and just going in to BIOS to see the reported speed?

I know with the EVGA board and their BIOS you can see the link speed that it is running at in BIOS.

But perhaps your board won't show what speed it is running?

The OP has i7-5820k X99 28 Lane CPU not the 16 Lane Z170 CPU.
One is an apple the other an orange or X99 Chipset -v- Z170 Chipset
Remove the 950 and his card will read X16 or get a 40 Lane CPU like the i7-5930K.

Yeah, that sounds like it could definitely be the motherboard. However, there is a chance that the card is to blame.

Is there another computer (that supports PCIE 3.0 X16), a friend's or a family member's, that you could try the card in?

That would show you for sure where the fault lies.

You could always take the card to your local computer repair shop. I'm sure they would love to test it for you.

None of my friends or family have a pc to run it on else i would try it.i think it's most likely the board,I'm just going to return it. I've got a couple of other issues with it aswell like the asus logo is not stuck down properly,it's got air bubbles in it. And some of the lighting features don't work properly

Gotcha, I wanted to confirm there wasn't some underlying power issue involved since you said there were even issues with the lighting on your new card.  Do you still have your original card used that you can pop back in to ensure it still loads right?

From what I read the LED was controlled by the Precision X programming so the problem may ultimately lie there for that small issue.
 
So!  The 950 pro m.2 causing issues with your lane availability has been ruled out as well.  Have you tried moving your graphic card down to another slot and booting without the 950 still just to see what you get?

Sorry about that! I re-read my last sentence and realized it could be confusing.  I was saying that from your previous testing the 950 was already crossed off as a potential problem.  My suggestion was, leave 950 out "still" and then try your GPU on a couple other PCI-e slots and boot.  The crappy part about your situation is there's no real indicator that it's solely the GPU or the motherboard.

lets eliminate all small stuffs first. is your chipset driver up to date? if so, try previous version ones. newest drivers don't always improve things.

Ye everything is upto date, I've actually tried everything apart from a different card. But don't worry about it anyway now,I'm goin to return the board. I just found out here in the uk I can return products to the retailer upto 30 days for a full refund 😀 Thanks anyway
