1080 Ti SC2 Hybrid Blower Fan only works when Precision is running

I recently peered into my computer case, and realized that the blower fan on my 1080 Ti Hybrid wasn't moving at all. Even when I pushed the card with a load in Uniengine for a while, the fan remained completely static and non-operational.
 
Then I opened up Precision, and the fan started spinning just fine. When I closed Precision, it halted once again.
 
After uninstalling Precision, the fans still did not function at all. So I installed the latest version, 0.3.17.0 of X1, and the fans spin perfectly again.
 
Is there a way to have the fan spinning as normal without Precision running? I used to run Precision constantly on my computer to control fan speeds like this, but I later found that Precision was causing BSODs on my system regularly, so I stopped using it. I'd prefer not to have Precision running all the time on my system, but I don't want to damage my GPU because the blower fan won't spin at all.

EDIT: By way of explanation, I'm running on the latest version of Windows 10 and the latest NVidia drivers (430.64). My previous BSODs with Precision essentially are the same as this previous forum post: https://forums.evga.com/Precision-XOC-627-bugcheck-crash-m2821548.aspx As soon as I stopped running Precision, the BSODs stopped. Unsure if they will continue if I use X1, but I'd rather not take that risk.

    As far as I know, your PWM fan on the GPU (blower fan) does not run until the GPU hits 45C or higher. However as you've discovered you can control that using Precision. What temps are you hitting?
    Personally, save yourself the headache and use MSI Afterburner. Solid as  a rock and a better program.

    I tried to stress the card quickly this morning in Uniengine Superposition, and the card clearly hit up to 49 °C without turning on the fan. It seems like Precision is the only thing that turns the fan on for some reason.
     
    I appreciate the recommendation for MSI afterburner, too! Though sadly from what I've gathered, MSI Afterburner can't control the fan on the GPU at all. I gather because it is an ICX fan.

    I believe the fan on the card is Mostly to Cool the VRM - power section & the VRM Temps control that fan - Not the GPU temps

    single fan might be controllable - its the FTW3 with 3 fans that I've seen members mention are not compatible w/ AB
     
    you can set a Fixed speed - say 60% then close precision - it should stay @ 60%

    My experience is that when I close Precision, the on-board fan stops immediately. I haven't tried setting a fixed speed yet, but I will give that go as soon as I'm able.
     
    I suppose I'll also give MSI afterburner a whirl as well, in the off chance that it allows control of the fan! I'd prefer not to have to run any software, as I'm not overclocking my card at all, but if fan control allows increased thermal health and performance, I'll make that compromise.

    I use Precision XOC 6.1.14 under Win 7 Pro 64-bit on My AIO Folding Rig to control the (Two) EVGA 1080 Ti FTW3 Hybrid in that Rig

    I'm like you I don't like extra stuff running, but Afterburner in years has never caused me an issue, the only software I have running besides the basics is AfterBurner. It's really light on resources and I run undervolted at 2050mhz and 12ghz on the memory. Makes a bit of a difference at 4K...between Ultra at 50ish and always over 60 FPS in a few titles. I also do not agree with their design decision to have the VRM fan idle even when you put the GPU under a significant load. I put a Hybrid on my FE, the VRM fan runs default at 23% on them, it doesn't have a zero mode. It is inaudible but does at least give some flow over the heatsink for the VRM. I set a profile in AB, where the VRM fan goes to 35% with the GPU hits 40C, still silent but more flow over the VRM.

    I use Precision XOC 6.1.14 under Win 7 Pro 64-bit on My AIO Folding Rig to control the (Two) EVGA 1080 Ti FTW3 Hybrid in that Rig


    As mentioned, Precision XOC causes my system to bluescreen - It's been fairly well documented. So while I very much appreciate the option and the advice, I'm not sure I'll be able to use Precision XOC in this case!

    Afterburner does sound like a great piece of software, but in other threads on this board I've read that the fan on the 1080 Ti can't be controlled with Afterburner. But it sounds like you've been able to get the VRM fan controlled through Afterburner without issue?
     
    Does installing Afterburner require uninstalling Precision? And/or does it require deeper driver cleaning to avoid conflicts?

    I just put my 1080Ti Hybrid FTW3 vertical and I just noticed that my Fan is not running until it hits 56c and over? even though I have it set to (Force Fan Curve) through MSI Afterburner...
    Anyone know what could be causing this?... I thought when you (Force Fan Curve) the fan is always running even at 20c-30c?
