I would contact EVGA first and go the RMA route instead of tinkering with a €1400 card. :)
Maybe in the end you'll get a coupon or something to grab a different model.

Well I hope not!  but yeah when I ran 1080Ti's OC'ed I was seeing up to 40*C under full load on EK fullcover blocks.

Could always perform rocket surgery on it.  Just kidding, but seriously you can take it apart without voiding the warranty and see if its a problem with the spread of thermal grease.  Get some 90% isopropyl alcohol clean off what's there and put your own paste on.

Just add 12°C-18°C Temperature going from a GTX Graphics Card to an RTX Graphics Card whether on Air, Hybrid, or A Custom Water Loop.

I understand your frustration with the pump noise, no doubt. I also agree that a 120mm rad is not optimal for cooling a 2080Ti. As far as your temps it's hard to say without being there to check things out but one thing is for sure; you aren't doing yourself any favors by having the radiator setup as case exhaust. If you can set it up as an intake you will most likely see an improvement in temps, 3-5 degrees cooler with potential for more. Fans don't really matter like they used to; outside of their noise profiles, the relative performance of all the "good" rad fans (ML's are on this list) are so close as to be almost negligible so I don't think switching fans will help in any way.
 
Failing that you can try to re-apply thermal paste and re-seat the cooler if you're up for it.

Replace the TIM with something decent, Kryonaut, Noctua. Put 2 Noctua 2000 RPM Industrial fans in push pull. This worked for me and one other person so far. If you do this post a picture of the factory TIM application before cleaning if you can.  Could be that 120mm rad is too small, but this seems to work. One think though, don't know about sinking another $50 into the card for the fans if you are looking at RMA. I did this to a 2080 Ti black card with hybrid kit for fun.  It would be nice if everything shipped in top shape and performing perfectly, but that is the DIY cpu build world we are in. I have 2080's in a mining rig as well and I replaced TIM on two of them, common problem.

I'm glad I paid attention to pasting. I'm getting up to +50 on the core from my hybrid to hydro conversion compared to my hydro out of the box. But. They are SLI and case is mounted. No turning back now. Lol

Sometimes the Case amplifies any sounds
 
I've bought scraps of self-sticking sound absorbing "rubber" mat from my local custom audio installer - when this case side had a resonance issue

Don't be.  I repasted with Kyronaight after fiddling with trying to get my memory temps down on air and if my example is anything to go by, EVGA did a nice job.  The stock paste for the 2080 TI FTW3 3 fan was very similar to Kyronaut; similar enough for me to consider it possible it was.  The application was perfect and had just the right amount of squeeze out along the entire perimeter of the die and my GPU temps for a given fan speeds, loading, and ambient temperature were an exact match.
 
The hybrid cooler kit I bought did not have the same paste on the pump body.  The much less viscous TIM on the memory heat spreading plate was too silvery to be Kyronaut but did the job well.  I just cleaned off the pump assembly's preapplied so I can give no reference there.  I did cleaned off the preapplied when I went open loop and again went Kyronaut.
