(RMA) Faulty replacement card

Ok, so I have just received a graphics card as a replacement after sending my old one in for an RMA last week, Unfortunately, it appears that they have sent me one that has even more issues than the one I sent in for RMA. First of all, when I installed the Graphics card the fans were making a strange noise so I took the card out to have a look at the fans but I couldn't see anything that was making the noise, luckily the noise seems to have stopped after reinstalling the card and restarting the PC, but now in games despite the fans running up to 86% the GPU temperature is going up to at least 88c degrees, it seems like I may as well not have any fans running when the GPU is under load. 
 
To say I am very disappointed in the service I have received from EVGA would be an understatement, I have just spent £43 on shipping to send my old GPU to you then after having to wait nearly a week for a replacement only to receive a GPU that is also faulty, what exactly is the quality control at your RMA centre because this card should never have been sent to me, it seems that I have sent my faulty card in just to receive someone else's faulty card in return.
 
if EVGA is unable to guarantee me a working card after paying  €1579 then would it be possible to receive my money back? as I am extremely unhappy and have never had these issues with a company before.
 
This is what I am getting in games, it doesn't matter if the GPU is overclocked or not or if the side panel is off, temps are still the same regardless.

    Try this card in another PC just to make absolutely sure you don't have another issue with your PC.

    Try this card in another PC just to make absolutely sure you don't have another issue with your PC. 

     
    I don't have another PC to try it on but I have tried another GPU on my system without any issues, the problem is with the card, basically EVGA have replaced my previous faulty GPU with somebody elses faulty RMA, they could not have even tested this card before sending it as the issue is way too obvious to miss.

    That was way first thought, the fans are spinning but they just don't seem to be doing any cooling. Unfortunately I don't feel confident enough taking my €1579 card apart to replace the thermal paste, known my luck I will void the warranty or make it worse.
     
    I have sent a support ticket so hopefully EVGA will sort it out and not expect me to have to fork out another £43 to ship it back to them.

    I'd say 69c is acceptable.

    It is called customer fatigue. EVGA is well known to do this. I am an EVGA victim too. They sent me a power supply that died a few hours later after install. Then I ask for another replacement and they say they will ship new cables since the power supply was tested blah blah blah. They know you can't go too long without a power supply or a GPU, so they purposedly send you defective units so you give up, plain and simple. There are people with multiple replacements all defective. No coincidence...
