I have a 1060 SC which seems to be running quite hot and loud. I was wondering, can I remove the cooler and replace the thermal paste without voiding the warranty? I was hoping this would improve cooling. There is a small tape over one of the cooler screws, which seems unusual for an EVGA card?

Yes, you can..As long as you don't damage the card in the process (see the Warranty Terms).

You can also replace the stock cooler with water cooling/third party cooling without voiding the warranty.

+1 and if you use water cooling you must make sure you retain all original parts. Should an RMA be needed (which is rare) then the video card must be put together exactly as when purchased.

Thank you. I have reorganised airflow in the case and it's much better, will decide what to do based on how it performs now!

thing is if the fan is just a factory defect  ???   I had a card as that  , pulled a known working fan fron a old GPU  and all was good and as expected  .

can be anything like a bad motor , bad bearing , out of balance / bad plastic mold .    thing is when you buy a new card you expect a first quality issue free product.
if you not satisfied   maybe a rma  on a new card  over self fix  .

I would if its brand new and got store warrantee /exchange  do that first  that way you get another new card  - if out od store warrantee/ rma time then evga and get a refurbished card   that holds new first quality remaining warrantee    of your rma'd card  . sad thing is you risk getting someone's else's junk rma referb back for your so called first quality card . or just try to self fix and hope it lasts

you know its not like a 1060 is a known over heater   and should run at full with the fans hardly coming on if at all

After more investigation it looks like case fans weren’t working and was getting terrible air flow so it was sitting just in its own hot air. Now I fixed this it behaves more normally. May still change TIM to see if further benefit.

you could change the paste  and may help then may not or make things worse  or damage the card with a butter fingers moment  ?   in the end that's your call on whats best

what are you considering as getting hot ?   I guess must be if the fans are spinning that far up to cool  ???  I would figure if the card was to get say  75c that should only be like 35% fan speed   not anything near full blast

if the fans were just at best 35% and your temps were 80c or lower  and noisy  maybe just a bad fan issue  worth a rma or new fans  [evga don't offer fans  that's a ebay thing]

grab HWinfo64  and run the card to that point where you get the high temps and fan noise  and pop and post a screenshot  like this

may not hurt to know what your build is and what case you use ?

I think you are right, not worth it. I am using a small mATX case (silverstone P8) which is pretty packed. I have now done a custom fan curve and at load it's getting to around 72 degrees at 45% fan, which isn't bad, and barely audible over the case fan I added to get some proper airflow.
