1) Does this happen at stock power limit, or did you max out the slider with Afterburner/Precision?
2) What is the room temperature?
3) Does the temperature decrease when you open the side panel of your case?
Max power limit in my 2080Ti FTW3 adds roughly 5c to core and memory temps.
20 series FTW3 cards (not sure about other series) take air from the bottom part of the card and exhaust it to the side. The problem is that the FTW3 cooler is very thick, and even in large cases, there is insufficient space between the side of the card and the side panel of the case. On my large H500P Mesh case, which has 3x140 intake, 1x140 rear exhaust, and 2x140 top exhaust (through radiator), there is still about 5c difference in load temps between case open<>case closed.
I did further research on this and showed that because of the way this cooling works, when the GPU is mounted vertically, there is more room for exhaust of hot air for the card, leading to 3c-5c load temp difference.
These cards have excellent thermal performance in open test benches, in closed cases not really.
Finally I agree that if the card is over 1-2 years old, changing the thermal paste will probably assist in reducing the temperature.
