Is this error with a GTX 1070 or your Twin  EVGA Classified GTX 590 Cards?

I have had that multiple times but it has always come from overclocking. It has never been related to my gpu overclock either. Sometimes I get it if my cpu oc isn't perfectly stable but what always gives me that error is a bad ram oc. If my vccio or system agent voltage is to low I will get that 3 ot of 4 crashes to desktop or if I just try to push the ram further then it can go with timing too tight or mhz too fast. It's pretty rare coming from my cpu oc but I see that error a lot messing with my ram.  I don't run sli so I"m sure that brings another bundle of issues that could cause your error as well.

Sounds like you are overclocking to high.
When you installed your new GTX 1070 GPU did you remove the Old NVIDIA Drivers and Run DDU in Safe Mode to Clean out your Computer.
Coming from that old of a Graphics Card did you update your Motherboards Bios?
Did you at least Reset your MB Bios to the Default or Optimized Settings to force a reread on the PCIe Lanes.

From my experience there are a few things that cause the DXGI_ERROR_DEVICE_REMOVED error...

#1 Corrupt msi afterburner/precision x installation. Fix: Uninstall msi afterburner/precision x, make sure to select "no" to saving profiles if asked, reboot pc, reinstall msi afterburner or precision x.
#2 Unstable gpu clocks. Possible fix: Do step #4 listed here.

considering I ran everything at stock settings, and make sure that everything was at factory settings, and it is a driver issue,it's a software issue not a hardware, especially considering I never had any problems with the 590 cards until I had a driver update, and now it will not let me go back to the old driver,I tried it it says it will not let me use the old driver,so I guess is all I can say is thanks EVGA and Nvidia

You can easily go back to older drivers by doing step #2 listed here.
