It's not even a full shut off, it's almost like a brown out where the PC goes whaaaaaaa and just soft powers (no sounds btw (just a dramatic effect), just a power drop), but never actually restarts - requiring a hard power off and on to boot. Never happens under heavy load - watching youtube, sitting at the desktop, watching a video, never when playing a heavy game (like Mafia III - 100 hours these past 2 weeks).
 
What voltage would cause that? I am at my wits end and no idea why it's doing it. I did do a new Windows install when I swapped from a X99 to X299.
 
Could it be something in Windows causing it to soft restart and fail to boot?

Was hoping that I wouldn't have to gut it, but yes. I do have my old 1000W titanium. Will do that sometime this weekend.

Hi,
 
I am sorry about the Power issue.  It may be the PSU, check the +12, +5v, and +3v.  See if they fluctuate, or are far off from their normal range + or - 0.4v.  See if a UPS is the issue, and check for undervolting in the BIOS.  Let us know.

Wowza. Not that I trust software monitoring programs all that much, but HWmonitor is saying that my EVGA 1600T2 is outputting 10.472V on the 12V rail, and 5.255V on the 5V rail. 3.3V rail is at 3.28V.
 
Thinking that I will have to RMA this nice PSU. Oof.

Should check it out with a volt meter.

HWinfo looks to be reporting it at 12.184V on the 12V rail.

No, if I do swap the power supply it will be later tonight. As it stands, I've got 1 software program stating that my 12V rail is at 10.472V, the other program says 12.18V, and with no voltmeter to check with all I can do is swap PSUs to see if it is the MB/CPU.

The good news - I've not had a random half reboot since upping those voltages. The bad news, a couple of my cores hit 100C in cinebench where before they hit 88 to 90C.

I'll have to start fiddling with those voltages a little more for stability and lower temps.
