Why does my main PC Monitor blink with the latest drivers when I turn on my TV?

Why does my main PC Monitor blink with the latest drivers when I turn on my TV that is directly connected to my video card as well ?
 
Never use to happen.

    I have experienced this anomaly ever since I replaced the old Samsung LN26A450 earlier this year along with occasionally encountering technical glitches (continued flickering screen Edit2: on main display, added fictitious playback devices and such) requiring a restart when turning on or off the TV across many Edit: Nvidia GeForce drivers (390.XX to present). Enabling Samsung's Instant On feature has cut the technical glitches more than half ... I think?

    Happens to me as well. 
     
    My main display is a display port monitor and my tv is HDMI.

    this may help solve some drivers issues ..
     
    You can remove old drivers (that were not removed) after upgrading to new hardware.
    Read NOTEs at bottom before you start.
    If you Installed and reinstalled device drivers, it’s possibly not working just like you expected or has an unknown quirk.  Then you may want to check and see if your old drivers  actually got removed.  Device manager will not show them.  
    To check and see if you have extra drivers from re-installs present on your hardware; you must set a flag for device manager from the cmd box.  In the Search glass, type Command Prompt and right click on Run as administrator.    Now type in this 
    FLAG/CMD:((do not type the FLAG/CMD:)  “set devmgr_show_nonpresent_devices=1” (no quotes) 
    Next type ”devmgmt.msc “  (as administrator)
    Once you are in Device Manager, go to the "View" menu, select  “Show Hidden Devices”.  This will show all the device drivers including things that aren’t currently installed in your computer.
    You can right-click on the driver and then choose Uninstall from the menu to remove the drivers for that old hardware.
    This procedure can resolve a lot of weird issues, and even increase performance on some machines where you’ve upgraded drivers a ton of times.  
    NOTE: the grayed out drivers may OR may Not still be needed.  Before deleteing make sure they are not for some not active devices (like USBs or some parts of media player).  :)

    OP are you using Gsync? I am and I just did some testing. I would only get flicker when I turned on my HDMI display if I had Gsync enabled. When It was off the monitor wouldn't flicker. I also had an issue after re-enabling Gsync in window and full screen mode, out of full screen Gsync wouldn't enable on my desktop regardless of the setting telling it to do so. When I rebooted it applied the correct setting. I think Nvidia messed up Gsync with the most recent drivers again.

    Are you in fullscreen mode or borderless windowed? I believe Windows can be odd in the latter for displays.

    I am not in a game when this happens.
     
    Just a normal desktop screen browsing the internet on Firefox.
