Wondering if anybody had experienced this.

Tonight, I noticed that my 12900k was clocked at 5.2/4.2 for the P/E cores.  My daily is 5.3/4.3 @ 1.375v (with -25% vdroop).  Things have been rock solid.  CPU is delidded/relidded with a copper IHS, under water with 2x360mm thick rads & 1x420mm thick rad (optimus foundation block), so temps haven't been a problem.

If I set the multiplier to 53/43 in the bios like normal, the system boots up 52/42; however, I can reapply the 53/43 via Eleet and all is good.  I have no AVX offset (it's set to 0).  Noticed this behavior initially on the 2.06 bios, but able to duplicate the oddity with the 2.03 bios as well.  Not sure what's really going on with it and it's driving me bonkers.

Any thoughts on this would be appreciated.

*sigh*  Disregard.  Apparently, it was Intel's XTU background service that was causing the issue.

Thanks, and thanks for editing the title.  Interestingly enough, after I figured it out for myself, found a guy on reddit that reported the same problem, but on a different board, and he ended up resolving it the same way.  Not sure if there was an XTU update that caused it or what, but now that I'm problem free now that it's been removed.
