Voltage Drop on 12V Rail for 650W P2 PSU

I recently built a system back in March of 2017 and bought a new 650 P2 PSU. It lasted a couple of months before I noticed it was reporting voltage in the BIOS as low as 9.8V. I quickly sent that off for an RMA and I've been monitoring my replacement.\
 
This one has been doing well up until I started to notice its voltage is beginning to drop off a bit as well while under load.
 
When my system is idling, the 12v rail sits right at 12v where it should be, but the moment I put a gaming load on it, like PUBG or Overwatch, it'll dip as low as 11.6v.
 
Now I know this is till within ATX 2.X specs of +/-5% of theoretical, but it still seems like a dip that low is concerning.
 
I actually decreased the overclock on my CPU down to 4.8Ghz with 1.248v vcore and reduced my GPU's maximum TDP from 120% to 110%, lowered vram clock to stock, and dropped the GPU OC down from 2025 to 1949.
 
However, the same voltage drops continue to occur on 12v rail.
 
Do I have another lemon PSU? It's a little frustrating because EVGA is known for having quality power supplies, and I paid a pretty penny for this one compared to others out there. Even dropped cash on custom sleeved cables.
 
I'd hate to have to give those up and try another brand like Seasonic, but at this point if my system wont remain stable, I don't see much of an alternative. Thoughts?

CPU: Intel 7700k at 4.8Ghz and 1.248v Vcore
Cooling: NZXT Kraken x62 AIO
GPU: Asus GTX 1080 Strix at 1949Ghz, 110% max TDP, base memory clock
PSU: EVGA 650W P2
Storage: Samsung 960 EVO m.2 SSD; Toshiba OCZ Triton 150 SSD; WD 7200RPM HDD

    Should be ok since it's within spec. If you were at 11.4 I would recommend replacing it. Sorry to hear your first unit didn't last very long.

    Are you using software to monitor the PSU voltages? Sometimes software is not the most accurate and we recommend checking the voltages through either the motherboard BIOS or a multimeter. A voltage of 11.6 is still within normal operation, though on the low side. If you are concerned about your replacement please let us know and we would be happy to assist you further.

    As EVGATech_AdamB pointed out, personally I would take a multimeter to it and get the real answers.
