The fans on my GTX 1070 SC have recently started making a loud noise.

This started happening recently. It makes the noise when my PC first starts up, but besides that it only makes that noise when the fans are spinning while gaming.
Based on recent Open Hardware Monitor (just installed GPU-Z too) figures my fan never spins above 20%, yet it makes this sound no matter how slow the fans are spinning.
It doesn't seem to affect overall cooling of my card, the temps aren't getting out of control, but the sound is very distracting and something obviously isn't right.
 
Now I have yet to actually take out my card and look at it, I wanted to post here before doing so. So my overall questions are:
What could be causing this noise?
What can be done to fix it?

    Sounds like something rubbing on a fan. No cables touching any of your systems fans including, gpu, cpu, or internal case fans?

    Try turning your system off and with your finger spin each of your fans and see if they free spin without clicking.

    The other thing you can do is carefully poke the middle of your spinning gpu fan, not enough to stop it but see if it rises a little and the clicking stops. It could be the fan rubbing on its case. Id recommend removing the gpu and inspecting each fan blade for obstructions or damage.

    Clearly, the fan is rubbing on something..Could be the cover/fan shroud or a wire inside..Maybe a fan blade is cracked/broke..Taking the thing out/apart and seeing what's up is all you can do at this point.

    Checking the CPU & Case fan is an easy first step
     
    Do you Control GPU fan with OC software & monitor the RPM ?
     
    Get a flashlight & small mirror, then maybe you can see the issue if it is the GPU fan

    Even though I looked when it was first happening and didn't see anything, when I just looked again I could see that it was in fact hitting up against the cable hooked up my one HDD.
    Now I feel stupid for not noticing it sooner.
    I moved the cable around so it can't get close, and....no more noise.

    Somehow even though it was a simple fix of just moving a cable I still managed to spend $17 in the process cause I started thinking "You know these other fans could be a little quieter too..." and bought replacements for my stock case fans even though it probably won't improve cooling or noise level lol.
