They have been getting a lot of 3070 and 3090 Step Ups filled lately - Queue time is a month or less now. I think the 3080s dried up because nVidia was making 3080Ti cards. Hopefully those will be easier to get.
I think the switch to LHR could also be a reason for the recent 3080 "drought". Aside from the crazy demand of course

Announcement date May 31st, reviews date June 2nd, launch date June 2nd or 3rd for the 3080 Ti. The launch date for the 3070 Ti will probably be June 9th or 10th. Although this is not officially, these rumored dates have not changed over the last couple of weeks.
LHR might speed up things since these are the only Nvidia GPU's produced lately. Once these are released availability will hopefully improve.

Thank goodness for EVGA in taking the correct route in handling their sales. Starting to queue early for 3070ti and 3080ti through the site will really be an advantage.

Im new here :) question about where i need to go and click to get into the 3080ti queue? Or Any other card that matter. Like if I would like to have a 3090. Where do I go and click to get in a queue for it? (Dont get me wrong Im aiming for a 3080ti

To sign up for the queue, it is done through the notify system, so if you wanted to sign up for the 3090 ftw3 Ultra, you'd go to the product page here https://www.evga.com/products/product.aspx?pn=24G-P5-3987-KRand click and fill out the "auto notify" button. For cards that haven't been released you'd have to wait until the page for them is put up (say, if you wanted to sign up for the 3080 ti, you'd have to wait til it's listed on the website, then click the auto notify button on that page.) You can confirm that you've signed up correctly, by going to https://www.evga.com/community/myNotifies.aspit'll list what model you signed up for, when you signed up, and if an e-mail has already been sent or not.

I wouldn't count on it. It's the whole supply chain to which we are the end of the line. Shortage of silicon and raw materials > nVidia can't get materials to produce their chips > EVGA can't get the baseline chips for their cards > we can't get EVGA cards
