Question on EVGA Supernova 1600 P2 behavior

I just built a MSI Meg Creation x399 with a 2990wx using the SuperNova 1600 P2.   From cold power (as in power off power supply and clear capacitors), the system starts up, seems to shutdown, and then starts up full.
 
Is this standard behavior ?
 
Also, the software reset seems to be putting the system to sleep.  I have issues going on with the motherboard around the graphics card, so I'm not quite sure if this is more due to that or my does this indicate I wired the motherboard header wrong?

    For some motherboards it's normal.

    Welcome to the EVGA forums MarcoV5! The only time I've ever seen a motherboard do that is after either a BIOS update or when the CMOS is reset but I don't think it should be something that happens every time you boot up your system. 
     
    About the system going to sleep, I know Windows 10 has sleep enabled by default but you can disable it in your power management settings.
