Precision 4.2.1 oc question gtx 680 ftw 4gb

I have 3 gtx 680 ftw 4gb cards in sli. I wanted to oc them a little bit. When i raise power target all the way up and then raise clock offset up the gpu clock does not go up. The actual voltage drops from 1136 to 1036. The gpu clock doesn't move. Does it need to be under load? Why does the voltage drop? Anyone who has these cards or can offer help i will really appreciate it.

    Yes you need to place some sort of load (benches games) on the cards to check your settings. Then again raising the power target will only help you in the case that your card/s are throttling because they need more power but have good temps for example. If you want to increase your GPU clock raise 'GPU clock offset' in small increments  and test to see each GPU max stable limit.
