Close, but not matching.. in my opinion you should get your effective to be within 2-5mhz of set clock.

You can also try adding more voltage with Classified.. but don’t go over 1.2v on NVVDD

If that doesn’t work, we’d need to see a screenshot of GPUZ after running PR, to check your temps and PerfCap reasons, etc..

Is +140 core, +1700 mem, 15,163 port royal bad for kingpin numbers, think it's the best I can do, without classified tool at least.

I dont know what my issue is with my Port royal scores, is it my temps hitting 50C the issue?
I see someone with a 2205 clock set with average 2172 according to 3dmark, 41c average temps mem clock 1422(1219) and gets 15786 score
I cant even break 15600 at similar clock -_-
Edit-I feel like having my GPU near end of loop is not helping me with temps

Your problem is your clocks are not accurate..
Look at these screenshots..
 
First one is when I open Afterburner and lock my OC to 2205@1.1v with VF curve.
You can see AB and GPU Z see 2205Mhz, but HWinfo shows the Effective clock is wayyy off.. 
 
 
In the second screenshot, I used Classified tool.
Disabled "Auto" and added to the NVVDD and MSVDD.. and now you can see all the clocks match.
 
 
Temps are not your problem, check this run I did where I hit 55c. (In the case with panels on, 21c ambient room temp)

I believe this is the guy you're referring to: PR 15,786
His clocks are lower than yours, but the effective clock is probably more accurate, and he has more thermal head room since only hitting 41c. 
- He can probably score higher with more voltage/better tuning.
 
TLDR: Check and make sure your CLOCKS MATCH, then run your benches..

Ive followed your directions and matched the effective clock. 
Im using the 520w bios. Pr will pass with 175core. If I add memory oc my core really drops. Voltage doesnt seem to make a difference.

You might be reaching your power limit, or you might just have sh*tty mem.

- mem OC’s seem to really vary with the KP’s.
some cant even go +200 stable, some need a ton of voltage, and some can go +1700 at 1.36v

Try:
Have GPUZ running during PR, and check the PerfCap reason. -I’m guessing it’ll say PWR

If that is the reason, I would try flashing to the 1000w bios to unlock the power constraints and try again.

I think my Kingpin 3090 Hybrid might be a dud and lost the Silicon lottery.  I've been able to get better Port Royal scores with my Gaming X Trio and My Strix than I have with the Kingpin Hybrid.
 
My highest Port Royal score with the Kingpin 3090 Hybrid so far is a 14,841 with the BIOS switch in the LN2 position.  My Gaming X Trio did a 15,194 with the EVGA RTX 3090 FTW3 Ultra XOC(500w) BIOS flashed on it.  My 3090 Strix scored just slightly lower than the Gaming X Trio.
 
All scores were achieved in the same PC with the same hardware.

Thanks a million man. They are pci4 risers, on the Amazon page comments someone had done tests and there was no loss apparently.

For on board direct would need mobo with right spacing or diff bridge. What mobo you running?

Do you see any PCIE bus errors in hwinfo64 with those risers? I had two linkup 16X PCIE 4.0 only 10CM long.
tried One of them with only one card full 16X and I got errors. with two of them using SLI 8X no errors.
Everything would run fine, and could not tell except for HWINFO showing it down by whea section.

Interesting. I used one of those riser cables for a couple months with zero issues, ran full bandwidth PCIE 4.0 x16 with no errors.

Curious, was it the 10 CM? Before the linkup risers I had a few 3M PCIE 3.0 I tried, the board would actually negotiate PCIE 4.0 on them
But TONS of errors, then setting 3.0 in bios and errors gone. that's how I first noticed the PCIE bus errors in HWINFO, and why I was surprised 
to see the errors with the linkup cables. 

Can one of you help me tweak this kp for 2.2ghz stable with 1k bios?
I can't seem to get it to work, I appreciate any help you can give

My best with stock AIO and a 5900x is 15,550 at 2160mhz, card doesn't seem to like boosting above 2160, it just immediately jumps from 2160 to 2205/2220 at next bin offset and I can't get a single run to complete at those clocks, no matter the voltage or temps. Would love to get a run completed even at 2175/2190... could probably break 15,600 but just can't seem to make it happen. Have tried v/f curve with no luck, best runs come from standard offsets without v/f curve.

I bought the Hydro Copper kit when it first became available because I added myself to the notify queue for the 3090 Kingpin Hybrid back in January 2021.  I'm using slightly chilled coolant by taking a spare 280mm radiator, some quick disconnect fittings, and putting the radiator in a cooler with some water and ice.

The kingpins aren't immune from bad silicon.  I sometimes doubt that they are even really binned that selectively or even binned at all based on my experience with two of them so far.  If they are actually binned, someone failed at binning mine.  My 3090 Kingpin Hybrid had the lowest stable overclocked GPU clock speed out of any 3090 I've tested(on stock voltage) between the ones I've owned and the ones I've tested while building systems for other people.  I'd expect it to be one of the best with stock voltage if it was binned.  I know that overclocking ten 3090s isn't a huge sample size, but I really doubt that I was that lucky with nine other 3090s being golden chips that are better over clockers than my Kingpin 3090.  Also my Kingpin 3090 doesn't do well with memory overclocks.  I've seen so many others who can get +1300 to +1600 MHz out of their VRAM with stock cooling(hybrid or hydro copper) and mine struggles to maintain +900 MHz without artifacts and crashes until I resort to chilled water.
