I’m also 5/22 still seems like the last date fulfilled was 5/18. They must not have much stock right now.

It looks like it's not only the step up but all of their cards they make available direct are not available or the supply is extremely low. I also noticed that even New Egg doesn't have the EVGA GPUs listed in their shuffle. Hopefully a large drop occurs soon for those who are waiting, but this is something I noticed over the last couple of weeks. SKUs that were moving decently for both programs seemed to have slowed to a trickle despite movements the months before.

I haven't noticed 3090s in general in the Shuffle for a couple weeks.
They don't put any 3090's in shuffle anymore. They've been selling them in bundles regularly during the week and I even saw a white strix 3090 available one Friday and bundles with the white 3090 available for hours that saturday.

I'd say that's partially the case. Considering I haven't seen any 3090s pop up in the Newegg shuffle, I'd bet that Nvidia are not having chips for the 3090s manufactured instead allocating those to 3080ti production.

Good chance on that because seeing the 3080 TIs moving. I mean I was able to get a 3080 TI as well. Allows them to not split things up with the LHR BS they are putting on all the cards besides the 3090 series Also able to do twice as many 3080 TIs than 3090s due to halved the memory

Finally, the EU (or German) queue moved enough and I finally got Step 2 to 4 yesterday (need to send the GPU today). Coming from a 3060 and getting a 3090 FTW3 Ultra:
Step 1: 3/10/2021
Step 2 to 4: 8/11/2021
The queue is still moving slower in the EU by far, but at least people will get the chance at some point to get their step-up card.

I went direct from Step 1 to Step 4 by doing al the Steps at the 11 August. My 3070 FTW3 Ultra is going today on the journey to EVGA Germany. Luckily i'm living in Germany too. So i hope that the last Steps are not taking to long.

I registered my 3080 on 4th april and recieved step 2 & 3 on 11th augusth.
However Im not able to return home until October, Asked EVGA support if I could pay the step-up cost within 7 days and send the card in October but it has to be sent within 14 business days, but atleast the line is moving for everyone else.

Dang, looks like our EU friends are seeing some decent movement. NA has been pretty barren the last couple weeks, even the general queue is barely moving. I'm half-expecting enewt's list to turn that SKU gray any day now...
I'm coming up on two months of waiting now, and the queue appears to still be weeks away from me. Hoo boy.

5/27 Step 1 for 3090 XC3 -> 3090 FTW... looks like I have a little bit longer to wait than most of you but should get a good indicator that I'm close and need to keep an eye on email when your cards start dropping.
