MSI 970a-g46 won't post with new eVGA 750 GTX TI

I recently purchased a EVGA 750 GTX TI , I'm running a 600 true power Antec PSU, 8 gigs of ballistics tracer ram and a AMD FX 6100 on a MSI 970a-g46 mobo. I originally had a PNY 650 GTX card which works optimally. Still works perfectly. Unfornately when I got the new card home the first error code I received was a B2 error in the corner of the screen. I then succesfully started my computer with both cards in and it "detected" the card but had error code (12) under its driver details under device manager ( cannot access the resources to operate the device properly ). I then reverted to updating the BIOS drivers. Once the BIOS was updated I gave a fresh restart. All worked fine. I removed my old 650 GTX and moved the 750 GTX TI to the main PCI-E slot. I then started my pc back up and begin to optimize my PC/uninstall applications. During a restart , it would not boot,but instead hangs at BIOS load. I cannot get the card to boot past BIOS now. The 650 GTX continues to work perfectly.  
 
Troubleshooting that I've done :
Updated BIOS
Changed PSU's
Plugged one piece in at a including down to bare bone to test.
Tried booting with gtx 650 back in, ( will load bios with monitor plugged into 650, but freezes half way to entering setup)
 
 
 
This is my 3rd attempt at trying to upgrade, previous I had tried TWO different r7 260x DD's and neither would boot or display VGA. However all my other Nvidia cards boot properly so I assumed it was brand/motherboard issue.
 
 
I'm stumped. My MOBO says its supports the GTX TI 750 from eVGA, does my card need a bios update?

    I was taking a look at that board and the latest BIOS is still from 2013 and what you are running into is likely a compatibility issue that would require a more recent update.  The 750 Ti is a Maxwell card and is fairly new and requires software support from the motherboard manufacturer.
     
    When you say that your motherboard states that it is compatible with the 750 Ti, does it say it specifically or just based on being compatible with PCI-e 2.0?

    I've updated to the most recent BIOS.  Board supports PCI-E 3.0.  But listed under board compatibility the 750 GTX ti appears(evga brand) as working with the most recent version. I'm still stumped.

    That board is not PCI-e 3.0 native

    It's just not going to work I'm afraid..... you would need a BIOS dated Feb 2014 or later, your current BIOS is way too old to recognize a 750 series card.......... pcpartpicker should be taken with a grain of salt for its compatibility list, as far as it's concerned, if the card fits in the slot, it's compatible.
