LED stops updating with temperature when Precision X1 not running

Hi,
 
The LED on my 3090 FTW3 has stopped updating with temperature when Precision X1 is not running. As soon as the software is started, the LED syncs to the temperature, but I'd like it to do this when the software is off. When I exit, the LED remains locked to whatever color it was last. It was functioning normally for a couple of days and then suddenly stopped working. I was able to see continual updates even when X1 was not running.
 
Any ideas?

    Try --> Turn off Fast Boot in Windows

    It is off. My guess is the firmware has a bug. Is there a way to reset it? Note that changing the LED settings (e.g., turning it off then back to temp-controlled) does not rectify the problem.
