We are in the winter, ambient temperatures inside the house is about 15 ° ~ 20 ° depending on the time, my case does not need airflow and I do not need air conditioning at this temperature.

Oh yeah, we were chatting in the other thread.  Your test bench is not providing enough air circulation around the card, you need to set up a fan blowing the length of the card, from the power connector end.  This will get you pulling in fresh air from the room and hot exhaust air out of the way.  Or blowing directly at the fans from about 6 inches away.  Whichever is easier to set up.

With closed case I have 7º more with fan directed to the video card is the same as working with the open case, so I see no problem in that, the problem of my video card is not airflow but rather the heat sink warped, but anyway the temperatures are acceptable now after a correct application, it could be better if the heatsink was not warped.

Well, you did say you were getting temperature rise over time, which does indicate some heat soak of the system.  More fresh air couldn't hurt.

At this point, you need to contact EVGA.  Everyone has given advice, and there is nothing else we can do but guess.

If you would like more help, please provide more than one component at a time in the pictures.

if you want to check the cooler, place it cold plate down on a flat surface, and use light pressure to make sure all 4 mounting points are in contact, and look around the cooler to see if you can see where it is unlevel.  If it doesn't look unlevel, then something is obstructing the cooler from mounting properly. If it does look unlevel, contact EVGA.

Picture so you can visualize what I mean.

But this does not solve much because the mounting pins may be level, but the heatpipes uneven, in case this happens I can not prove the defect.

You could also use a true bar across the mounting points, then measure off it at various points with the end of a caliper.

You are a genius! From the very beginning it was really the heat sink, now what is the procedure for the RMA? Can I change the heatsink only?

I would send support a message and see what they can do. Unfortunately, I don’t know if they can send just a cooler, but it surely can not hurt to ask.

this is my heatsink...

Looks fine to me. Put one Finger in the middle of the 4 Mounts Screws and push slight pressure and all 4 Screws will touch the surface.
The cooler dose not float on top of the Graphics Card.

You can do a cross ship rma, and just swap the cooler.

I opened a support ticket yesterday before our conversation, if you can give an attention and complement something I thank you.

My only fear of sending the whole board is to get back a 1080TI instead of the 2080TI, so I asked if I could just rma the cooler, or if the EVGA ensure it sends another 2080TI I see no problem in sending the whole card.

You can buy the Hybrid Kit and the problem is solved.

Another detail that when we remove the thermal pad from the inductors on the left side of the board, it is not possible to apply them anymore, I had to use another thermal pad, and now with this problem of the heatsink warped, I think I should make the RMA of the board complete, but as I said I'm afraid to receive a lower card instead of a 2080TI again, do you think EVGA could confirm me which video card would be sent?

You are the only one to date to post that you received a 2080 Ti for a 1080 Ti RMA, most others that have posted only got the RTX 2080 Card.

I received a 1080TI in the first RMA, but it came with a scratched backplate, I made RMA again so they sent me the 2080TI Black Edition, problem that I live in Brazil and RMA freight is very expensive, I spent 270 reais for the 2 RMAs, now it will be another 190 reais, I'm worried about the amount of RMA that I have to open to solve video card defects.
