Still got a little voltage headroom, but you'll need to lower your temps to utilize it. Your gpu temp is also pretty high for a hybrid card. You should check that out.

i have 9 CORSAIR LL120 fans in a corsair 680x, RAD has a push pull on the rear of the case, temps have always been like this. fans work at max rpm of 1600-1700RPM.

If your temps are that high with a Hybrid with the fans at 100% I'd imagine there's something not quite right - shouldn't be that hot.

which case & radiator fans blow In & which ones blow Out ?

Looks like 3 front & 2 bottom Blow In  & top & back AIO blow Out ?

    Are the case fans @ 100% ?

Open the side of your Case ... if temps drop it is airflow issue

    Room Temp ?

680x. 3 front and 2 bottom fans are intake, all the rest exhuast, my room temp is about 28 - when stock , i usually get 59c, OC it will be usually 64-65c tops , when gaming the intake fans get to about 1350 rpm which is about 80-85 percent of max rpm, all the others work at 100 percent

Your top fans are sucking air away from the rear GPU rad and since it's a single 120mm rad, that easily gets heat saturated.

Need to either turn the top fans as intake or swap around the rads.  GPU rad goes to the front as intake or move the CPU to the front and GPU rad to the top, etc.  It's always best to position rads at intake positions for outside fresh cooler air.

Also, does your top have a filter?  You might be circulating that air flow up top since it's difficult to exhaust all that air through filters.

ok, i understand, the majority of builds in this case have the cpu rad up top as exhaust, its also more aesthetic , what about placing the rad below the card ? with a fan on the rad as intake .. is it not good to place the rad lower than the pump ?

The thing is, you can only pick one or the other.  Your temps are fine granted a tad higher on the GPU.  You could save 5c-10c on the GPU if the rad is positioned for fresh cooler air but at the end of the day, that is all up to you.  Nothing will happen to your GPU the way it currently is set but don't expect to push it to its absolute max if aesthetics are a priority is all.

You want to keep the rad above the pump so the air pockets don't get circulated which would affect flow and or damage the pump.

Honestly your temps are pretty good for 28C room temp.  You're probably getting a ton of air flow and positive pressure with your 5 intake fans.  Yeah there's more in it with an intaking radiator position and some more powerful fans, but probably only about 5C.

2100+mhz stability goes downhill quick with temps above 50c.
