Personally, I will bring a case of beer over and start partying with them (when the festival is underway).  Best way to become friends.  I know because I've done it many times.  But loud music and observing my neighbors have a good time (esp on the 4th of July) is not a pet peeve of mine, so . . .

Corsair R500 Case, H110 Hydro, 1200AX PSU, Asus Maximus Hero VI MB, Intel 4770K CPU, Gigabyte GPU GV-N78TGHZ-3GD, G-Skill Trident 2400MHz 16GB, Crucial M500 960GB SSD, Seagate 2TB HDD x2, Creative SBz to Onkyo TX-DS676, Bose 201's, Klipsch Sub XW-300d, HP ZR30w 30" S-IPS LCD, W8.1

MSim
A friend had a neighbor that would call the police on him for working in his garage at night (no air tools). We got revenge for him by sneaking over to his neighbor car and pouring a few liquid stink bombs down where it pulls in fresh outside air.

Why is it that I can totally see you doing that?

I usually take a bundle of firecrackers (around 100 or so), light it and then throw it over their house, then I sit back and watch the pandemonium ensue.

Simplest solution, call the police and report that there is underage drinking and it sounds like somebody is being raped at your neighbors. Guarantee they'll be there in < 5 minutes.

Get some big speakers and a receiver/amplifier and play music even louder.
