Help with GTX 1080 poor performance

Hi there. Just got my 1080 today and, to be honest, it's been a big headache. I followed the sticky guide By Sajin but I'm still getting really bad performance.
 
Some specs:
 
i5-6600K @ 3.5Ghz
16GB DDR4 2133 RAM
GTX 1080 FE (all stock)
G-sync monitor @ 1440p
 
I uninstalled EVGA Precision, ran DDU in safe mode, installed only Driver and PhsyX, PCI-e is at 16x3.0 under load.
 
Rise of the Tomb Raider only about 32fps (all settings maxed)
Hitman (about 30-60) maxed as well.

    Did you check any Bios/Drivers update for your board?  Can you overclock the clocks on your CPU?
    what's your PSU, OS?

    What are your cpu/gpu temps while under load for 10 minutes? Did you optimize your games with geforce experience? Have you changed any settings inside the nvidia control panel?

    Didn't install Experience per your guide. Have not changed any control panel settings. Will have to check temps

    Check and make sure that the cpu & gpu are fully clocking up to their rated speeds while gaming.

    how long have you been using the PSU listed OP? can you boost the CPU to 3.7Ghz?

    Every time I run HWinfo my system freezes. Checking GPUZ and CPUZ show that my CPU and GPU are at normal clock speeds. Except GPUZ keeps showing the 1080 as going from 1700+ MHz to 139Mhz

    That isn't good. Try resetting the cmos. If you still have issues after resetting the cmos then I'd suggest testing your system ram with memtest. Make sure to test each stick individually.

    something is not right in your bios/rig. you might have to tweak some settings in your bios. reset the bios/cmos. remove the GPU when everything is off. press the cmos buttom again, put the GPU back in, make sure you unplug the psu cord from the outlet.

    Do you have any Yellow ! in Device Manager?
    Are your Chipset Drivers for the Motherboard up to date?
    I have seen a lot of Post with issues with 980 and above cards installed in the Asus Maximus VIII Hero Motherboard.

    Except GPUZ keeps showing the 1080 as going from 1700+ MHz to 139Mhz

    This is normal behavior when opening gpu-z and looking at the sensors tab quickly.

    Ok, to make it easy for us and you, take pics of your bios starting from the CPU, GPU, Memory Settings. I have a feeling we need to tweak certain settings

    The more info you give us, the faster we can pinpoint the problem because we cant see what you have.  It is a pain to list everything , but this is the way you learn faster and the terminology of what is what/does in the bios. Someone in the forums might have the same rig as you and will be able to help you.

    Timings look a bit high. Those timings matches the box description? you are doing good, the Extreme Tweaker has the cpu/memory settings, the advanced tab is where the hdd, cpu, gpu settings are, going to research your motherboard and cpu settings to see if you can adjust the settings properly

    Yeah. The frequency, timings & voltage set inside the BIOS should match the JEDEC stickers on the sides of your RAM modules...

    I cannot find any GPU setting in the advanced tab. Does it have a different name? Would it honestly be easier if just bought a different motherboard?

    Ok found some videos that can guide you to OCing your CPU and motherboard, PLEASE KEEP IN MIND, if your PC does not boot, shut down and reset CMOS. Also, make sure you have the proper CPU cooling for your CPU to handle the OC, if you are using the stock heatsink, i'll suggest you invest in a better heatsink to keep your CPU cooler.
    Here are some videos, try the first one first since it is easier to understand if not go to the 2nd one

    To be honest, he shouldn't need to overclock anything to keep from dropping to 30FPS.
     
    OP, have you turned off Gsync (and Vsync if it is on either in game settings or in the Nvidia Control panel)? It should be listed under the Nvidia Control Panel settings somewhere (I don't have a Gsync monitor so I can't say where it is exactly).

    I had a 980 Ti before and didn't have any of these problems and didn't do any overclocking... I'm up for it, but is that really the problem? I have turned g sync off and no changes. I mean, if this is seriously just my mobo.. I would rather buy a new one..
