Gtx 1070 Problem?

I just got a evga Gtx 1070 ftw and i randomly get like "static" of colors to run across my screen?
 
Should I get a replacement ASAP?

    I am sorry to hear that. I think it would be important to try the new Video Bios update on your 1070 FTW.

    Installed the new bios, but i still have this issue. I notice a little static once i installed, but i have another issue i forgot to mention.
     
    Video Stutter when using more than 2 youtube video.

    That doesn't look like a VRAM issue, but I could be wrong.

    Link did not work.
     
    I made this computer around a year ago+, so far i have only open it to put in this new graphics card.
     
    Intel i5 4690k
    16gb ddr3
    250ssd
     
    Additional steps i just took, I took out the RAM and put them back in just in case its not a  "VRAM" issue.
     
    I made a clean windows install, before installing the graphics card.
