Well I never said that, but every time I tested it, the numbers were all very similar and I think this pattern will show up when 2x Titan is compared with a Quad SLI GTX 690 setup, that the 2-Way SLI Titans will defeat them, with plentiful ease.
Quad SLI has improved over the generations, but it's not as staggering as 2-Way SLI has been doing, it will never get near to that either as the overall performance will lead, yes Quad SLI is faster than 2-Way but it 's performance has always been close to a 3-Way SLI setup of the same GPU type. so 2x GTX 690 = about 3x GTX 680. and 2x Titan will beat 3x GTX 680.

But hey I could be mistaken, but I kinda have a good feeling about this as I have had with previous gen designs.

Since no one knows for certain, let's have some fun with this. 
Care to wager a $100 that 2 Titans will be beat 4 690s? I will take the other side of this friendly bet.

Titan is a single gpu ,  so in games that dont suport sli  the titan will blow away the 690.    I would wait for the titan,  it preforms almost as good as the 690 with one gpu.   and you could always get another titan later and sli it.   So im waiting for the titan.  

Sorry for some reason I was thinking of the ARES II and not the Titan.
Is the GTX Titan not coming out with a Duel GPU?

You could just make mathematical estimations than just guessing blindly.
 
If we focus on GPU-intensive only, and from the perspective of rendering fill rates, if each Titan has 2688 cores running at 875MHz, then the total of 3072-cores at 915MHz in GTX690 beats it by 16%.  This could translate into Titan having lower average frame rates, but an overclock to 1GHz will make them match up.
 
But here's the kicker most don't catch or notice: Frame rate counters count generated frames from the GPU, not what passes through the Vram buffer and through your cable to your display; you don't actually "see" what is being generated, you see is the common denominator that filters through.
 
We can estimate the maximum refresh rate for the max frame buffer, which is the memory bandwidth divided by the Vram used.  For GTX670 or better, 192GB/s ÷ 2GB per GPU = the 2GB buffer will refresh 96 times per second; this means it doesn't matter if you GPUs render exactly 2GB worth of frames into the 100's, 96 is all you'll visually see.  If in game the Vram usage drops to 1GB, then the supported refresh rate can go to 192Hz, but if by then your frame rates go above 200, you'll never tell.  Those of you with 4GB cards in SLI, even if you crank your Vram speed to 7GHz thus 224GB/s, if your gaming maxed out at 2.5GB, the max refresh rate at that moment is just shy of 90 Hz, you won't 'see' more frame rates than that.   You're bottlenecked by memory bandwidth.
 
For GK110, the higher 288GB/s bandwidth means the same game using 2GB buffer, where the GTX670+ would bottleneck at 96Hz, Titan could achieve 144Hz.  This means you gain back potential frame rates lost by virtually any GK104 product, but you wouldn't know it until you test out Titan.  If you were able to overclock the memory to 7GHz, then that means 336GB/s, then if a game actually used 2GB of Vram, you get a maximum of 168Hz.
 
But even if you had 3-way SLI Titans pumping out at 2GB Vram, you won't see more than 168 fps anyway; if you guys manage a 6GB usage, then it won't be higher than 56fps at 7GHz Vram no matter what a frame rate counter says.

Focus on the red highlight, that formula can apply to any graphics card.  Your frame buffer cannot update any faster than the bandwidth allows, if your GPU renders more rate, you won't ever see them.  It defeats the purpose of higher Vram if you don't have the higher bandwidth; Titan makes up for a 50% gain in bandwidth and GPU strength, but it has too much Vram; we'll what sense it makes within a week.

I think one Titan can be made to = one GTX690.  But seeing that the fourth GPU doesn't well scale in real-world gaming (evidence of CPU bottleneck where the highest practical overclocks aren't enough, needing a newer generation overclocked), I'm not sure how 3-way SLI Titans will do.
 
nVidia's Surround has that limitation of three displays and most 4k displays costing more than three Titans, it is not helping the short-term potential of the 6GB supercard.  It is truly future-proof where we can't see potential anytime soon; anyone buying it has to have faith that they will see potential eventually.  Titan has the risk of early reviewers calling it a flop too soon, they need patience.

My income isn't fixed, so any money I make isn't going into a computer or game upgrade; though I have been planning for a long time and watching every single rumor from both AMD and nVidia to gauge an idea of what may exist when I am forecasted to upgrade.  Titan is to me a one-off and not part of my planning equations, so to speak.  That said, my four year old GTX260 still fits my needs; any Kepler upgrade now would only give me another 4-5 years of blissful pre-planned complacency.

Obviously just my opinion but I would guess the bandwidth of the Titan will win out if the core is clocked close to 1000 mhz. You can see the 680's that score the highest benchmarks are the ones that has memory that clocks very high giving that much needed bandwidth.
