GTX 1080 SC ACX SC Problem!

So I purchased a GTX 1080 thru ebay used
 
Long story short
When I bought the GPU I put it in my PC and everything worked fine I installed the drivers etc, then when I went ahead and restart the PC every single time right after "Starting Windows" the GPU fans kicks up to 100% and my screen goes black I tried in safe mode and it went fine and I did DDU and reflash the BIOS no help at all I am trying to figure out whats going on... I did research and it seemed in the past that this was a common issue for the FTW and I did see some people had the same issue with the same GPU i got not sure if theres a fix already for it all I did see was RMA but I am pretty sure thats all over with... Did anyone ever found out how to fix this issue? thanks
 
I did also notice that the GPU isn't recognized right away start up in NZXT...

    Are you using more than one monitor? Any 4k monitors? How are you hooking them up? How many m.2 drives installed? How many sata drives installed? Are you going to be using both cards on the 270A Prime mobo or are these going to different builds? What nzxt software are you talking about the rig not seeing the 1080? We need these questions answered before we can go any further cause they are important to further diagnose. If you are trying to test run this gpu with the other one installed too, thats a recipe for a crash for sure. The initial boot ramp up is whats going to have problems to, cause thats when it ramps up the whole rig for post then settles everything back down to a continuous voltage and hands off to the O/S, which the cont. voltage is much, much lower and probably doable by that 500 watt unit. What psu is it?

    Just one monitor as of right now its a 75hz monitor 1080p, 1 sata drive and I only got one card.. And when I try to go and try underclock it MSI dont read it nor Nzxt but the device manager, nzxt is like another form of task manager but it reads my temp on my gpu and cpu…
