GPU temperature concerns (RTX series)

Hello all! I recently bought a GPU (EVGA RTX 2080 SUPER FTW 3 ULTRA ) and I have noticed that it is getting very warm on idle. On average, it idles around 26-28c which is about 82F. 
I was told that my GPU should be idling at about 40F. It gets even worse... when I game I am at a dangerous 45C and it sometimes will go up to 50c(very rarely will that happen, only happens when I play very intense games). That is when I unplug my computer from the wall directly to prevent damage to the card and computer. 
 
Is there ANYTHING, I can do to make my GPU cooler? I do not want to resort to water cooling since it is out my budget and I have no clue how to do it. I am pretty new to the computer world so any tips would help.

    26-28C at idle is really good.  45-50C at load is actually very good.  When you get to around 85C at load...then you are getting close.  Even then, the card will throttle and not allow damage.  I have the 2080 TI XC and right now, idling at 25C and at load earlier while playing The Division, my GPU was hitting 65C.  Good temps.

         Seems very unlikely unless you live in an ice box - is this a typo ? 40F

             45C to 50C - is Excellent temps ... below 80C is still OK

              Why would you not just shut down the PC if you had concerns - unplug from wall to prevent damage - Makes No sense
     
     
    What is the Case & fan set up your using ? 
    What speed are the case Fans ?
    What is your room Temp ?

    Your temperature are excellent and my two GPUs idle at between 26 to 28c we have ice case

    This has to be a troll.  Pretty funny given some of the posts on here. 
     
    GPU a shade warm? Better go custom loop!!!
