So I thoroughly enjoyed gaming yesterday for most of the day with my new 2080 Ti FTW3 Ultra card.
Played a combat flight sim for several hours. GPU was boosting and settling in around 1950 Mhz, fluctuating a little depending on temp of course. Temp was  good though, low to mid 60's for the most part with my automatic fan control enabled.
 
Today - same combat flight sim - have been going for a little over an hour.
GPU running at 1350 Mhz. Yep, 1350, Boosting occasionally - very occasionally, to around 1475-1500 Mhz. That is it, mostly at 1350 MHz.
GPU temp - 39-41.
Game performance - not so great.
 
Sometimes things can make me really want to pull my freakin hair out... this is one of them.
Anyone else seeing anything like this?
(trying not to think how much I paid for this card at the moment)...

Same problem with my FTW3.
 
I tried many different manual overclocks, and default speeds, and often the card would not boost, temps in the 40s C, and game performance worse than my old 980s.

The GPU appears to not boosting at all, would you mind running a FireStrike run and sharing the results with me? I can help you troubleshoot this issue.

Since you cannot use this PM system just yet, run a FireStrike run as well and email the results to the email that I provide to you via my PM to you which you should be able to see.

#1 Shutdown your pc.
#2 Unplug psu from wall.
#3 Press & hold tower power on button for 30 seconds.
#4 Plug psu back into wall.
#5 Start pc.
#6 Start XOC. XOC should update the mcu's on the card with new firmware that should resolve the problem.
 
From 
 
And that appears to have fixed it for now. It now holds the boost without fluctuation, temperatures high 50s.
 
Particularly interesting is that the problem first manifest as not holding the boost -- however in Fortnite while alt-tabbed with the game up in the background (while running at 400+ fps), the boost was held. Then, when going back into the game, the game would dip and drop boost. It got worse (?) over time, and noticed the same behavior in Overwatch and Black Ops 4. Got the the point where it was exactly as described by the OP.
 
I will update after more gaming tonight, and send a FireStrike run or whatever other logs if the problem reoccurs.

The fix for your issue would be to use the lock feature inside msi afterburner. The lock feature is basically like k-boost.
 
My oc guide uses the lock feature.

Ok giving that a try. It seems to have cleared out my fan curve profile I worked so hard on ugh lol.
Will see if I can get it set back up like I had, probably tomorrow before I can really test it.

Yes, those steps worked for me using X1 0.3.3.3. 
I'll be booting later tonight to see if it's still resolved.

I did not have latest version of 3d Mark and it would not update from the program, so had to get a new install.
Ran Firestrike again with a little better result.
I think my CPU/Ram is probably holding me back a bit. The card was boosting nicely during the run.

Soon as the Z390 Dark is available I will be getting my new build done, hopefully that will help.

I get a low score in fire strike too.


Was able to get a 35k score @ stock clocks after running it several times.

No, at least not yet. Would prefer just to stay with the one program - PX1, at least at this time.
Have not been able to game much since, will have some time tomorrow and see if it still does it. I know since I have gotten a MCU update and new firmware.

I don't know what the heck is going on.
Tried playing this game again this morning (IL-2 Great Battles in VR), and my 2080 Ti FTW3 Ultra clock speed is a whopping 1350 Mhz. GPU temp 40c.  Game turned into a stuttering mess.
 
When I first put this card in, it was fine - boost settling around 1950 Mhz with this game. I don't know what has happened here.
 
Guess I am going to do a complete sweep of the drivers with DDU and a fresh clean install again , and see if that helps anything. Really frustrating. Was not having this problem with the 1080 Ti FTW3 and this game.

I am throwing in the towel here.
For whatever reason, whilst this game worked just fine initially with my new 2080 Ti FTW3 Ultra, now the card can't run it.
 
I did complete sweep of the drivers with DDU, and a complete clean install of the latest Nvidia drivers.
 
No dice, not a change. Card runs at 1350 Mhz and performance is really,, really bad. I have played this particular game for probably the last year or so pretty much on a daily basis, and have never seen this. 
 
Really, really frustrated...
