Frustrating 2080 Ti XC Ultra Fan Curve Issues

I'm having a ton of difficulty getting my 2080 Ti and EVGA Precision X1 to actually respect my fan curves. I need to run a custom fan curve, because I need the fans to run at 20% duty when idle to prevent the annoying fan start/stop clicking issues.
 
I can verify my fan curve is respected until temperatures hit ~85C. Even though I have the fan curve set to a specific RPM, at ~85C the fans surge to maximum RPM and then immediately back off. It's super distracting and it happens frequently. Without a custom fan curve set, this issue doesn't happen and my load RPM stays well below maximum RPM while temperatures hover around ~85C. 
 
Setup -
* Windows 10 October Update
* Geforce Game Ready Driver Version 417.22
* 2080 Ti XC Ultra
* EVGA Precision X1 v0.3.9.0 BETA
 
Things I've tried -
* Reinstalling X1.
* Clearing settings and profiles.
* I've tried both MCU 0x73 ("fan speed" issue MCU) and 0x75 (comes with latest LED Sync) to no avail.
* This is my SECOND 2080 Ti (RMA'd the first due to fan and coil whine noise).
* Both "extreme" fan curves (e.g., force to 20% or 80% duty constant) and "gentle" fan curves (e.g., gradually ramp to 100%) to no avail.
* Playing with Temperature Hysteresis.
 
Any thoughts? Is anyone else experiencing this issue? Thanks!

    the most frustrating thing is EVGA not adressing this! you shouldnt have to do a custom curve at all! What if you want to resell the card you can flag it as defective, nice job

    I'm not positive but that 85 C could be the Max temp & automatically goes to 100% fan ----> at 85 C I'd want 100% fan


    You mention "constant fans clicking" because --> Fans are starting & stopping frequently - there are some adjustments in software:
     

    Temperature Hysteresis: will make the system wait till the "set number" in degrees C, has been passed before the fan will slow
    (example)  If fans go 100% at 85 C & hysteresis is set to 5 --> the temp must drop below 80 C for fans to go back below 100%

    Fan Speed Update Period: is the number of seconds between the info being updated  1 second = 1000 ms
     
    And of course set the minimum fan speed above zero   (I run mine at 30% all the time, custom curve to higher speed as temps climb)

    How am I supposed to do that if my fan curve isn't being respected? Please take the time to read my full post.

    It's not an issue if I use the default fan management or set a fixed speed. It's only an issue at 85C if I use a custom curve.

    Guess I'm have trouble understanding - What exactly your question is ?
     
    My two 2080Ti never get anywhere near 70 C so No I do not understand the 85 C issue your posting about

    My issue is that my fan curve is being overridden and is not respected. Different people have different setups and needs, I'm happy your setup doesn't surface these issues.

    If your custom curve goes 100% fans @ 80 C what happens

    I'd say try the same curve with MSI Afterburner, if the same issue persists it's likely hardcoded into the fan logic to go max at that temp. You really shouldn't be running the fan at 50% from 70-90C, that's not enough cooling especially with whatever hot box you've got this thing in keeping it 52 C at idle.
    You need better airflow.
