What am I messing up here? PCIe x16 4.0 @ x4 4.0

Hello everyone,
 
I'm having trouble finding a clear answer on this. If I'm being honest, it's not something I fully understand yet.
 
According the GPU-Z my Bus Interface is currently running my RTX 3080 on 4 lanes. (PCIe x16 4.0 @ x4 4.0)
 
I'm running a ASUS Strix z690-E motherboard with (3) M.2 Gen 4 NVMe in all 3 M.2 slots. Nothing else is slotted into PCIe.
 
Are my M.2 drives drastically interfering with the speed of my GPU? I've been running this setup for a while and I'm not sure if its something I've been overlooking.

    newest version of GPU-z?


    did you run the GPU-z test to load the GPU?


    BIOS version in MB?


    BIOS setting/ how is the PCIe lane set?
     
    Unplug power to PC, then confirm GPU is fully installed into PCIe slot

    Some boards will pull lanes from the main pci-e slot if too many m.2's are installed. Best to checkout your motherboard online manual to see how the m.2's affect the pci-e slots.

    Here is what I'm looking at via GPU-Z.
     
    It is switching back and forth between x4 and x8 at times after reboots. I'm not entirely sure what is causing the lanes to switch back and forth.
     
    Even during a benchmark load it will stay at x4 until I reboot the system.
     
    I'm running the latest bios (Intel 4001) for my chipset and drivers. Same with the latest GPU-Z.
     
    My motherboard manual does state the PCIe Gen 5 x16 lane will drop from to x8 if the M.2 lanes are utilized. However, nothing about dropping all the way to x4.
     
    That is what is throwing me for a loop.
