So I have an x299 dark that has begun to intermittently freeze then sorta shut down showing only a "C" in the debug LED Nothing overclocked tried different memory reseated drives. Kinda at a loss very random no BSOD or any other errors. Must turn off PSU to be able to reboot. This has also happened while in bios. Which eliminates drivers or the OS, Suggestions?

    Sounds like a cpu issue.

I'll just shotgun things to rule out. Do a clear CMOS to reset the UEFI settings. Manually drop the RAM timings to stock JEDEC for your CPU rating. Make sure the CPU cooler isn't overtightened. Swap out the PSU if possible.

    Have water, will cool.

I had some funky behavior, not as bad as you're having, with my X299 FTW K that turned out to be the CMOS battery. If you have a spare, maybe try swapping that out before going too in-depth on your troubleshooting?

Well I have eliminated everything except the motherboard. Memory, graphics card, PSU all drives, CPU, and peripherals haven't tried the battery.

If you happen to have another PSU then I would try that first.

CR2032 batteries are pretty cheap - you can probably find cheaper one or two packs at a local store: https://www.amazon.com/Duracell-Lithium-Battery-Features-Glucose/dp/B0855FD9P2

I ordered a new motherboard before I eliminated the PSU. New board no problems. No, I didn't try the CMOS battery. Already did enough. Thanks for the help.
