z690 Kingpin / 13900K Not Boosting?

I haven't been able to find anything related to this, if there is a thread someone can direct me to then awesome.  I have a z690 Kingpin with a 13900K and it performs well generally, but it is terrible in single threaded performance.  A buddy of mine picked up an MSI z690 with a 13900K and his CPU score in 3DMark applications is about 8% faster than mine no matter what I do.  Looking at Cinebench R23 scores online it looks like I should be in the 2200 range for single core, I'm getting about 2050.  Basically, no matter the benchmark it's about 5-10% below average but only in single core.  Where it gets a bit weirder is that when I monitor my core speeds they never seem to boost.  If I turn my all core up to 5.8Ghz I start to see my single core results improve, but we're talking small gains.
 
I have tested multiple BIOS and am currently on 2.08 and I've even swapped out the retaining system form a Thermalright bracket and liquid metal to make sure it wasn't a thermal issue and i stay nice and cool.  Is anyone else seeing this sort of thing?  Has anyone had the problem and figured out a fix?

    Do you use one of those stiffener frames around your CPU?
     
    BIOS setting manual or auto for CPU & RAM?

    If you have everything at defaults, I think the TVB or adaptive boost (I can't remember which one, sorry) will "boost" you to the all-core frequency all the time and not the single-core max. This has been happening since z590 boards. If you disable those, which you'd need to do if you want to boost past x58 for a ratio OC anyway, it'll definitely boost. I think ~2361 is what I was getting with 6GHz for example. I haven't ran a single core in a little while so I can't confirm.

    One other question: Do you have a lot of other tasks running? If so, you're keeping more cores busy, which is going to limit the 5.8GHz boosting. If you want to hit higher single core boosts in CBr23, you need to really close everything else you might have running. I often leave HWiNFO64 running because I'm usually using it to monitor things not just go for scores, but if I really wanted the highest score possible, I'd close that too. Windows already runs enough background tasks, anything you can close will help out.

    C-States enabled or disabled?  Needs to be enabled for Boost

    2. I put a Thermalright frame on recently, but this is a problem I was experiencing prior as well
    3. Doesn't matter what I do in the BIOS, manual, Auto, Preset, OC Robot basically nothing makes the multicore faster (it's about where it should be) but my single core results are all 5-10% too low
    4. Let me check the C-states, thats a good point I haven't considered going to check that now as well as the two links you shared.

    I know the reporting can come back with only the lowest speed, but I didn't think it prevented full boost for a single core?  Regardless I'll certainly try what you recommended to see if it gets my score more in line with average.  As far as what I have running, I have done everything from monitoring software and all normal tasks to shutting everything down other than the benchmark software and it still trends slow.

    Well, it seems your recommendations have netted about 3% of my performance shortfall back which is amazing and thank you.  I might have just lost the lotto for the rest but at least it's improved.

    You can also just skip the dynamic boost nonsense and set a fixed P-core and E-core clock, along with static voltage, and be done with it. That's how I have been configuring my systems for years and it is always smooth sailing.

    Yes, you might have lost the silicon lottery ... or maybe it is your RAM, Boot setup (background software)?
     
    FYI: it is almost impossible to make direct comparisons to other PC builds - even if you use the same hardware & drivers, as TIM application, Cooler used, Boot changes & even room temp make an impact 
     
    Score changes for your Rig is relevant, as you: change BIOS, drivers, alter clean boot settings, tweak setting or change one piece of hardware are much more reverent - To Your PC
     
    it can take days to weeks to find the perfect sweet spot for all settings & Max scores
