2070 Super Windows Startup Repair

Hello, I'm trying to see if this is just a me problem or if anyone has a fix. I've had an RTX 2070 Super for maybe 2 months now. It was an upgrade from an EVGA GTX 1070Ti. When I first installed the card and booted it was fine. Then I did a restart for driver install and it wouldn't boot. The screen was just black and my USB peripherals cycled on and off a couple times. So I powered everything down, drained residual, removed and replaced the card, powered back up and it booted fine. Did another restart and no boot again. So this time I only cut power and drained the residual to the whole machine but left the card in. Turned power back on and it booted. I then noticed for a couple days it would sometimes boot perfectly fine and sometimes just black and sometimes windows startup repair would activate. Then I noticed if I just got the black screen and hit my reset button it would normally boot fine but not always.

Fast forward about a week of having this issue. I finally had time to do some troubleshooting. So I decided to go through uninstall all Nvidia software and do a clean install. I also went through and checked every driver for the rest of the system. And flashed the bios because I was a bit behind. After doing all of those things it seemed to solve my issue but then after some time I started getting startup repair again. Sometimes it would ask if I wanted to diagnose, other times it would jump straight to repairing files. This has only happened with the 2070.

Now, once it does boot, everything runs great. This is just an annoying boot issue with windows that I cannot figure out and the only thing that changed was the GPU. Specs are...

Ryzen 5 2600x
ASUS ROG STRIX X470F
Corsair 16GB 3000MHz memory
EVGA 750 watt gold plus PSU
Samsung NVME boot drive
2 LG 1440p 144hz monitors using display ports with the cables that were included with them

Thanks for any possible solutions or insight. Really appreciated. I know a good amount about computers but I'm not a guru.

    Go into your bios and in power saving settings see what happens when enabling or disabling erp if your board has it. That seems to be the fix for a lot of people with the cold boot issue. Not saying it's your cure but it has been for many.

    I'm not home currently but I looked up the manual and did find "ErP ready". I'm assuming it is disabled currently since I've never heard of it. As I don't know what's best would I want "enabled S4+S5" or "enabled s5". Those are the options other than disabled according to the mobo manual. Thanks.

    Just pick one see if it works, if not try the other. Also try disable power saving in Windows itself, also try disable fast boot in bios.

    try change to set High performance your Power plan setting in your control panel! Save power can happen cause the performance and try disable Fast Startup in Windows!

    Could be happening not "with 2070" - but with latest windows updates.
     
    I had same issue just yesterday, but it was for once in my life. I powered up PC and went to the bathroom. After I returned - I saw black screen (no image), so first I thought that POST failed for some reasons because I saw 36 on motherboard code indicator. But that was cpu temp :) After reboot - same behaviour: POST successful (A0 - switched to CPU temp), windows start booting - black screen - usb starts freaks out - "no image/signal". After another reboot - windows recovery kicked in and did some unknown magic. But there was nothing in windows logs after booting so I have no idea why it happened.
    And my PC works perfectly fine and I am using my current gpu at least for 8 month.
