From the Z390 Dark Manual pg 43:
The headers have an absolute safe power limit of 2 Amp @ 12 Volts ( 24 Watts )
If I am reading your fans specs correctly they are listed as drawing .14 Amp so I would think you are fine.
I would also suggest you wait for someone more knowledgeable on electronics than I to verify as well.
The specs on the fan listed it with a comma rather than a period ( 0,14) so not sure if that means anything different.
For your motherboard per fan header is 2 amps (2.00amp)
I think it is '0.14' amp x 3 = 0.48 amp for three NF-A12x25 fans it max current 100% speed fans but I sure you will use smart fan will be fine!
Depend on all fans draw different amp if it is 0.50 amps it can up to 3 fans is safe = 0.50 x 3 = 1.50 amps if four fans I wouldn't put four fans it may damage!
