650W G2 crackling noise with 1080 Ti SC2

I have been having this issue with my power supply (650W EVGA G2 SuperNOVA) where there would be a crackling sound coming from it when my GPU (EVGA GTX 1080 Ti SC2) is under high load, for example the crackling sound always happens in 3DMark TimeSpy. I have tried the PSU and GPU in two different systems and had the same result, one system had an I7-6700k and an ASUS Z170K motherboard, the other system had an FX-6300 with and ASUS M5A97 R2.0 motherboard. I also tried using the GPU with a 550W EVGA G2 SuperNOVA in the I7 system and there was no crackling. Furthermore I have tried swapping the cables between the 550W G2 and the 650W G2 and there was still crackling coming from the PSU.
 
I have been dealing with this issue for months with EVGA  (who have become increasingly unresponsive) and I have already gone through two RMAs, one with a replacement PSU and the other with a replacement GPU, neither RMA resolved the issue and I ended up returning the replacement PSU back to EVGA. EVGA do not know what the issue is and I do not want to go through a third RMA and have to pay for shipping again (I have already spent £30 on shipping, which is nearly half the cost of the power supply, that is money with which I could have got something like a 650W P2 or something else), I also do not want to have to risk getting a worse product with a third RMA as EVGA have said that they will give a different model of power supply, which may be a GQ or G3.
 
I will add a video shortly, but I would be grateful if anyone has any advice on this issue.

    I still haven't received a response from EVGA and it has been over a month. What's worse is that I've now realised that the replacement graphics card that EVGA sent to me has been faulty since I got it, I told EVGA customer support when I got the replacement GPU that any monitoring software I used showed that the fan rpm was 0, today I took a look at the card and realised that the fan isn't actually spinning properly if at all, in fact when it stops spinning, I have to press on the shroud to get it to spin again. EVGA support have constantly told me that replacement products are tested and should work properly but so far both your replacement products are failing, so what kind of testing are you actually doing!? I have been having issues for months now and so far EVGA has not done anything useful, all that has come out of this RMA process is me losing money!

    This issue does not occur all the time, but it should not be there at all!

    Sorry to see your PSU - GPU or Both - is causing some issues / concerns

It looks like one of the EU team issued you a ticket to start the RMA on the power supply back on July 12th, and you were asked to let us know once it was submitted so we could look into a part change for you. That's the last contact I see on record, and I don't see that an RMA was started on your last power supply. I'll have someone from the EU team reach out to you directly to further assist you with both the power supply and your video card. Again I apologize for any confusion!

    Thanks to everyone for getting back to me. As I stated in my original post, going through another RMA and potentially getting a worse power supply is not really something I would like to do, especially since I have already spent £30 on postage for my previous RMAs which is over a third of the value of the power supply, had I known that I would need to spend this much for RMAs from the beginning, I would have just gone for a better power supply from the get go, like a P2 or something. I have also realised that the replacement GPU has been faulty ever since I got it, so I have to RMA that as well, am I expected to pay for RMAing both products a second time?

    I didn't know I was expected to contact EVGA with that ticket number, but I doubt that it would have made any difference as I have been in contact with EVGA for months anyway.
