Clocks jump even at stock
I see nothing in those recent CPU-Z screen shots that indicate an issue. As we have said before its not going to stay at a static number, there will be a small amount of fluctuation. Have you tried my overclock settings that I suggested above to see what happens?

I gave all the tech specs. I have done everything told and no I will not try these over clock settings you have as I am still getting clock changes, even at stock settings. The BCLCK should not be changing that much nor should I be going past 4,500mhz, 4581mhz, 4501mhz, 4634mhz etc etc. Something is not adding up. I will try those settings maybe tomorrow. Just really bust to keep doing testing over and over. Just want a solution or an idea to keep my simple 4.5ghz oc locked like when I had my 7700k. It stayed at 4.5 Ghz and only had a few mhz changes

I am confused at this point... your most recent CPUz screenshots appeared to show that everything was OK when at stock settings, correct? If you only have issues with the clock jumping when overclocking than something with the OC has to be the cause. Just going to have to use process of elimination to figure out specifically what is causing the issue, change one setting at a time. Also it could be that when you have both an OC applied and XMP Enabled that it results in the BCLK changes that we were seeing previously due to this you may want to try overclocking the CPU with XMP Disabled.

The extra 50mhz I get it boosting on its own is not stable when I just want a flat bclck of no more than 100 or 101 It sometimes jumps to 103 even at stock

I think that you are being a little too OCD about this... 50MHz should not really make any kind of difference. It would be helpful for you to post up the HWInfo64 logs while running Prime95, so that we can get a better idea of the health of the entire system at the time that these "fluctuations" are happening.

Okay I am bringing this thread back from the dead as I still have not found a solution with the clock change issue. Can someone with an overclock go to 4.4 Ghz (make sure of course it is stable or close to stable) and have AVX2 set to 0 to see how the cpu acts. Then record your findings and see if the core clocks change at all and if so report how many mhz is the change. Seeing my base clock jump from 100mhz to 102mhz is not normal and I refuse to believe that there is not a bigger picture that none of us are seeing. Requirements: Prime95 V29.4 (blend test) My ram shot up from 3200mhz to 3400Mhz because of the base clock drift. F4-3200C16D-16GTZKW Mesh clock also is jumping up and down (yes because of the base clock jumping past 100) Shouldn't a bios strictly hold 100 Mhz instead of it being so lose? I mean what is the point of a UEFI on set clocks if it will not apply. NOOO I did not get a screen shot of when my ram when to 1700mhz x 2 = 3400Mhz effective clock speed or the base clock jump. I can promise you I saw it though. *edit* Vince seemed like this was not normal. On the more research side it seems like I found something about bclck drifting on the xdevs website.

What BIOS version are you using? Can you please upload a copy of the BIOS profile that you are using so I can load into my PC? (you will need to use google drive or something similar)
Once you do that I will do some testing on my end, let you know what I can see...

Bios is 1.21.... Just wondering if CPUZ is reading wrong or is this an actual clock fluctuation after all this time and yes it still happens.
