1070 ti stuttering

As the title says, my 1070ti is stuttering in game.  When I benchmark it looks like the fps is spiking from 80 or 90 all the way down to 13(and this is on low settings).  After speaking to evga they recommended I put the graphics card in debug mode, but this had no effect.  Has anyone had an issue like this or would know what my next step would be?
 
Edit: So it is the most up-to-date nvidia driver, 425.31.  Monitor res is 2k with g-sync 144hz.  Windows 10 is the OS and I am monitoring the performance with xoc.

    It would help if members knew what your PC specs are
     
    Nvidia driver version ?
     
    Monitor resolution ?

    Does the issue occur in multiple games? If no, then it's most likely a game specific issue. Are you running precision? If yes, close precision down and retest for the stuttering.

    Ill have to check on the multiple games idea.  In regards to precision, ill uninstall and try some games to see if the issue persists.  Would
