EVGA 2080Ti Idle state without drivers

Hello there,
I noticed that under certain circumstances, only happening with EVGA's card, the idle state for this card isn't truly idle. In BIOS or Linux or when the drivers aren't loaded it seems that the card draws almost 200W constantly, which result in heat and wasted power. Is this something that EVGA could fix with a BIOS update? Or is there any other solution I could use?

    Why would you have a GPU installed & No driver ?
     
    I'll guess your also running it headless ?

    Interesting. Which evga 2080 ti do you have? He most likely noticed this while updating drivers.

    Thanks for your reply and attention! For my use case, I have multiple operating systems and have different requirements throughout the day to use different cards or workloads. I've noticed that for example, when developing UEFI systems, the card draws a lot of power for no apparent reason and it's very unfortunate. The fans for example are always on and there is a lot of heat coming out of the card.  
     
    The model of the card is 11G-P4-2382-KR, although I've noticed the same behavior when using a 2080, but the power consumption there was a little lower.
