    That’s clearly stated in the step up page, and in the all other promotion pages, that step up promotion can not be combined with other promotions.

    To jump right in here, the_Scarlet_one would be correct here the STEP-UP program does not qualify products for promotions. Promotions are for only brand new purchases of certain products, as to the promotions that you can find HERE.
