[Solved] PX1 Beta cannot open

Recently have bought the EVGA 2070 XC ULTRA and downloaded the PX1 hope to do some minor overclocking. 
after installed the program, double click the application, only see the cursor loading for 4 secs then nothing happen. 
Have tried to install previous beta version but also not working.
 
checked the event log seeing these error ( In the attachment)
Any ideas?
 
Here is my rig setup: 
 
Case: Corsair Carbide Series™ Air 540 High Airflow ATX Cube Case
MB:ASUS Maximus VII RANGER
CPU:Intel Core i7 4790K
CPU water cooling: Corsair Hydro Series™ H110
RAM:GSkill DDR3 1600 8G x2
GPU: EVGA 2070 XC ULTRA 
PSU: Antec High Current Gamer HCG-620M
OS : Windows 10 Pro

Update: 
Solved the issue after completely reinstall the windows. 
I found the exception is related to kernelbase.dll, tried to do some "sfc /scannow" but no way to resolve that, 
also tried to follow some guide to recover a corrupted kernelbase.dll, but all no luck. 
at the end I reinstall the whole windows 10, first thing is install PX1 then its all working fine now.

    This might be a driver bug, could be the version of nvapi EVGA is building against too.

    Latest beta px1, latest Nvidia driver .
    I even tried the 2nd latest and 3rd latest of px1, also not work

    Which .net framework version you guys used to compile to application ?
    I think must be something related unmatch .net runtime things 
     
    If see the event log, we can see the application throwing System.AccessViolationException
    while VgaOcScannerVM calling the constructor. 
    Any idea? I am still cannot open the application. 
     
    By the way, is it safe to use EVGA Precision XOC for RTX card for now?

    Certain features inside xoc won't work with the rtx cards.
